THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY IT SPECIALIST (POLICY AND PLANNING), Position Description Number D2173P01 and is part of the DE 166 Communication Flight, National Guard.

Duties

1. Information Technology Planning: (a) Analyzes requirements and establishes plans of action for improving IT applications. Analyzes existing and planned IT applications, both hardware and software, to determine current and future potential for enhancements. Based upon the organization's goals and objectives, an assessment of available resources, and extrapolation of cost benefit analysis data, recommends adjustments to IT priorities to meet changing business needs, program plans, goals and objectives. Develops project plans to meet those needs by identifying problem areas and considering a variety of possible solutions and alternatives. (b) Performs as plans and policy advisor to functional users of information technology. Maintains required information assurance certification IAW DoD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996, in order to ensure the rigorous application of information security/information assurance policies, principles, and practices in the delivery of all information technology services. 2. Telecommunications Planning: Plans and develops methods, procedures, policies, and techniques concerning telecommunication systems. Performs work involved in developing, refining, and complying with telecommunications systems planning and policy direction including short- and/or long-range planning. 3. General IT and Communications Planning and Resourcing: (a) Implements IT and communications programs and special projects. Implements various IT and communications programs. Updates documentation and maintains listings of all authorized equipment for assigned programs. Performs annual inventories. Performs special staff and/or feasibility studies and economic analysis. May serve on committees or planning groups concerned with future systems, plans, and policy. (b) Assists with contracting functions and budget preparation. Upon completion of feasibility studies and other projects designed to identify functional needs and changing business requirements for advancements in technology, prepares budgetary data for inclusion in financial plans in support of programs and projects. (c) Attends meetings and presents briefings. Participates in discussions, meetings, conferences, committees or special projects. Analyzes areas of concern, identifies problems, and resolves conflicts through persuasive discussions with management and user representatives. Consults with base officials and working groups, customers and other organization personnel on IT and communications concerns. 4. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates work performance of subordinates. Gives advice, counsel, or instruction to employees on both work and administrative matters. Interviews candidates for positions in the unit; recommends appointment, promotion, or reassignment to such positions. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Identifies developmental and training needs of employees, providing or arranging for needed development and training. Finds ways to improve production or increase the quality of the work directed. Develops performance standards. 5. Adheres to management control plan requirements by conducting self inspection and staff assistance visits. Resolves identified discrepancies. 6. Performs other duties as assigned.

Requirements

  • This position conducts information assurance functions. The incumbent shall comply with certification requirements that are outlined in DoD instruction 8570.01-M

Qualifications

Military Grades: E-7 (MSgt) thru E-8 (SMSgt) *Not Required* but Compatible Military Assignments: AFSC 1D7XXX series SPECIALIZED EXPERIENCE: GS-12: Must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Supervisory Positions, Specialized Experience: Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
