About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located Fort Meade, serving as the USCYBERCOM promotions liaison to the Department of Defense (DoD).
Duties
Coordinate with military personnel authorities representing other combatant commands (COCOMs) regarding the assessment and interpretation of Service-level and DoD guidance with respect to military personnel programs.
Provide advisory services on promotion policies, methods, functions, and procedures for members assigned to USCYBERCOM and its subordinate units.
Maintain USCYBERCOM military personnel records, promotion data systems, updates, inquiries, and retrievals in all service-level and joint data systems.
Manage the evaluation systems for the command, including the integrity, timeliness, and quality of active duty and reserve officer and enlisted fitness report (FITREP) and evaluation reports.
Develop USCYBERCOM policy and guidelines delineating supporting organizational roles and responsibilities in military evaluation procedures.
Administer the USCYBERCOM military awards and decorations program; serves as the primary source of information for senior leaders and others regarding award policies, procedures and requirements.
Conduct research, analyze, update, and process in-depth remedial actions in Department of Defense personal data systems and the Combatant Command?s Fourth Estate Manpower Tracking Systems (FMTS) for senior leaders and members assigned.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
- Drug Testing: This position has been designated as a Testing Designated Position (TDP). Employee must pass initial and periodic random drug testing
- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
- The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
- Mission Essential Employee. The incumbent may be recalled to duty; may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays; and may be required to work overtime.

Specialized experience would be demonstrated by possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience would be demonstrated by knowledge regulations, policies, practices, and/or theories as they pertain to military personnel management programs; 2) Serving as consultant between the military HR division, installation finance and/or military personnel directorate for personnel management functions; 3) Monitor data and/or process officer, enlisted evaluation statistical reports, eMILPO Performance Reports; 4), Review Table of Distribution and Allowances (TDAs) , prepare requisitions to initiate tentative distribution of officer and/or .authorizations based on mission priority.

Education
