This position is in the Office of the Chief Financial Officer, Office of the Controller, Research Triangle Park Finance Center, Financial Services Branch. About Office of the Chief Financial Officer: OCFO This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis. Partial work-from-home flexibilities may be authorized.

Qualifications

In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below: To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as performing internal audits to evaluate systems processes, procedures, functions, and policies to determine effectiveness and efficiencies of financial systems; or providing oversight of financial processing and customer support for contracts and simplified acquisitions. Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1) Knowledge of accounting principles and practices; 2) Skill in oral communication sufficient to provide guidance; 3) Skill in program management; 4) Knowledge of financial information systems; 5) Skill in quantitative analysis; 6) Skill in qualitative analysis; 7) Ability to solve accounting problems; 8) Skill in written communication. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education

You need a degree or combination of education and experience as described below to qualify for this position.

You must have a bachelor’s or higher degree from an accredited or pre-accredited college or university in accounting; or a related field such as business administration, finance, or public administration with 24 semester hours in accounting (up to 6 hours in business law counts toward these hours);

OR

a combination of education and experience with at least 4 years of experience in the related field AND one of the following:

1) 24 hours in accounting or auditing courses which can include up to 6 hours of business law;

2) certificate as Certified Public Accountant/Internal Auditor; or

3) completion of a degree that included substantial course work in accounting or auditing, e.g., 15 hours, provided that:

(a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining;

(b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above; and

(c) except for literal nonconformance to the requirement of 24 hours in accounting, your education, training, and experience fully meet the specified requirements.
