The primary purpose of this position is to provide communications planning, integration, and implementation support for the Wright-Patterson AFB Information Technology infrastructure and associated systems; and ensure C&I user requirements and their corresponding base infrastructure investment needs are identified, developed, and implemented.

Duties

DUTY 1: Provide Communications and Information (C&I) base-level infrastructure planning. In conjunction with the base level Cyber Systems Integrator (CSI-B), meet with base customers on a continual basis to gain an understanding of their organizational structures, unit missions, and tasking, identified in war, contingency, and operational plans. DUTY 2: Provide base-level C&I/Cyber systems and infrastructure integration. Serve as the key advisor to the base Communications and Information Systems Officer (CSO), commander, on all plans, policies, programs, and projects concerning the development and sustainment of the installation's Communications and Information (C&I/Cyber) infrastructure. DUTY 3: Provide C&I/Cyber infrastructure/systems resource management support. Assist the financial resource advisor in identifying and translating work-center requirements into budget execution year and long-term Program Objective Memorandum funding requirements and inputs. DUTY 4: Manage unique and selective base infrastructure upgrade/sustainment projects, conduct special analyses/data calls, and integrate/report operational performance metrics. Manage selected downward-directed or large-scale projects and initiatives to install new, enhanced, or modified C&I/Cyber infrastructure and systems.

  • Information Assurance Certification is a condition of employment. This position includes information assurance?? (IA) work as a paramount duty requirement.
  • Per DoD 8570.01M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
  • A waiver of this six-month requirement may be granted per DoD 8570.01-M, C23.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
  • May occasionally be required to work other than normal duty hour and/or shift work may be required which may include overtime and/or irregular hours.
  • Work may require travel away from the normal duty station on military and commercial aircraft.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, IOR for Information Technology Management Series, 2210 (Alternative A). There are no Group Coverage Qualification Standards for this series.. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes acquiring IT hardware and software, contracting for maintenance and support of mission critical business systems, monitoring contractor performance, developing budgets, experience ensuring the confidentiality, integrity, and availability of systems, networks, and data. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Note: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of Communication and Information (C&I) systems and devices to include meteorological systems, audio, digital and video systems, electronic telephone switching systems, telecommunications and inside/outside plant wire/fiber optic systems and Voice Over Internet Protocol (VOIP) design and implementation. Expert knowledge of advance concepts. principles, and practices of Communication and Information (C&I) systems to analyze systems incorporating various types of communication equipment. Expert knowledge and skill to apply state-of-the-art developments to civilian and military Communication and Information (C&I) system as they apply to current or planned equipment and methods impacting communications infrastructures. Expert knowledge and skill to direct communications teams on technical and installation matters, to include providing cost analysis, material lists, and installation plans. Extensive knowledge of Air Force base-level communications unit business practices and policies/ procedures. Extensive knowledge and skill to review and develop comments on contracts and published communications project packages. Knowledge of project management principles, processes, and regulatory guidelines and mandates. Knowledge and skills to implement computer, communications, and cable requirements, and determine project components, to include site survey, support requirements, materials, acquisition and installation. Expert knowledge of the latest C&I capabilities, and the initiative and independence to serve as a project leader, and the writing and speaking skills to prepare acquisition documents, write technical specifications, and present proposals and findings when recommending solutions to C&I facilities and infrastructures Ability to analyze complexities of exiting C&I technologies and infrastructures/ systems, review/revise/devise/ develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis data and options, through written documentation and oral briefings, to render informed judgements. Ability to communicate effectively, both orally and in writing. Mastery of Communication and Information (C&I) planning, user organization operations, and contracting procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
