The primary purpose of this position is to serve as a developmental level professional mechanical engineer, performing operations and maintenance (O&M) engineering duties in support of a Numbered Air Force and its intelligence community (IC) mission partners. Position will be developmental to Mechanical Engineer, GG-0830-09, GG-0830-11, GG-0830-12, GG-0830-13.

Duties

DUTY 1: Participates in the performance of O&M engineering involving design and construction that encompasses the maintenance, repair, upgrade, and operation of infrastructure facilities, including utility systems, utilizing a professional knowledge of mechanical engineering. DUTY 2: Provides mechanical engineering support to trades and crafts shops and coordinates with other engineers. DUTY 3: In conjunction with the primary duty of mission critical facilities engineering, on a less frequent basis performs work in the construction management, design, and/or programming/base development functions. DUTY 4: Carries out special projects and participates in special initiatives and studies.

  • A professional engineering degree at the bachelor's level from an ABET accredited institution is highly desired. An advanced degree in engineering is preferred.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. This is a GG-09, T13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-09 duties for the "Professional" work category are at the "Entry/Developmental" work level and are equivalent to those at the GS-09 level. The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. POSITIVE EDUCATION REQUIREMENT: This position has a positive education requirement. If transcripts are not provided, your resume MUST list the appropriate academic field (e.g. biology, mechanical engineering, economics, sociology, etc.) and all courses you have taken (including those failed), which appear to satisfy the qualification requirements of the position for which you are applying. List graduate and undergraduate courses separately. Include the descriptive title and course code, completion date, grade, number of semester, quarter or classroom hours (for education completed at business, secretarial, technical school or military schools) and graduate and undergraduate classes. **As of 1 Sep 2017, current employees must provide their transcripts. Failure to provide transcripts will result in not being referred for the position** BASIC REQUIREMENT: GG-0830 Mechanical Engineer Degree: Professional Engineering. To be acceptable, the curriculum must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR A combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure, written test, specified academic courses or related curriculum. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include basic professional knowledge of mechanical engineering concepts, principles, and practices and familiarity with other engineering disciplines and architecture to perform routine projects with complete responsibility, or portions of large and complex projects. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of mechanical engineering concepts, principles, and standard practices, methods, and techniques on architecture and other engineering disciplines to perform difficult, but well-defined assignments. 2. Knowledge of standard contracting regulations, practices, and procedures including federal and local codes and regulations. 3. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. 4. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions. 5. Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders. 6. Ability to analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions; and to plan, conduct, and record site/facility surveys and inspections. In addition, ability to plan and organize work and coordinate with other engineering disciplines and architects; and to communicate effectively both orally and in writing and maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
