Duties

This position is being filled under the Pathways Internship Program. The program is designed to provide students enrolled in a wide variety of educational institutions, from high school to graduate level, with paid work opportunities in agencies to explore Federal careers while still in school. The Internship provides managers a ready source of student employees and potential permanent employees upon completion of the program requirements. It also provides the student with work experience directly related to the curriculum studies or career goals while offering eligibility for non-competitive conversion to permanent employment upon completion. Potential noncompetitive conversion to the following occupations: Program Assistant GS-0344-6/7, Program Analyst GS-0343-07/09, Administrative Officer GS-0341-06/07/09, Health System Specialist GS-0671-7/9 with potential for career ladder promotion eligibility to the target grade of position. Duties and responsibilities include, but are not limited to: Performs data analyses of a variety of data Analyzes data after determining the data source Identifies trends and provide recommendations Uses information derived from reviews to ascertain hospital priorities and establish a basis for future planning/program development of services Reviews operations of the medical center Determines the operations of different services and the coordination of several services at many levels of the Medical Center Works closely with a variety of upper level executive managers and meets with key decision makers of the organization Provides project focused assistance as requested Attends a broad variety of meetings, including Leadership Council meetings and will provide staff assistance to the meeting Tracks pending action items, maintains follow up, develops agenda and complete minutes Participates in projects with specific value to the organization Responsible for project design and management and will present their findings for the purpose of improving medical center operations. Provides clerical and administrative support to the unit(s) Meets the needs of customers while supporting the VA Medical Center mission Consistently communicates and treats customers in a courteous, tactful, and respectful manner Provides the customer with consistent information according to established policies and procedures Handles conflict and problems in dealing with customers constructively and appropriately Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Part-time; 20 hours per week (40 hours per pay-period/bi-weekly); Day shift (exact hours of tour of duty to be determined by hiring manager) **Chief Executive Officer: Oversees public affairs and compliance regarding business practices, employees and patient safety activities throughout the hospital. Services under this branch of the hospital include: Public Affairs, Quality Safety and Value service lines. Support services for the MCD Office are the Employment and Equal Opportunity Office, the Research Compliance Office and the Compliance and Business Integrity Office. Chief Medical Officer: Oversees a variety of clinical staff, clinical programs, and hospital operations support services. Services under this branch include the following: Credentialing & Privacy, Health Informatics, Community Care, Woman Veterans Program, Business Intelligence/ Informatics, Anesthesiology, Education, Pharmacy, Physical Medicine & Rehabilitation, Mental Health, Radiology, Surgery, Dental, Medicine, Neurology, Pathology & Lab, Primary Care, Medical Research, and Radiation Oncology. Chief Nursing Officer: Oversees operations of 1200 RNs, APRNs, LPNs, and other nursing/support staff. Services under this branch include: Acute Care, Critical Care, Mental Health, Procedural Medicine, Respiratory Therapy, Surgery, Operations, Social Work, Sterile Processing, and Nutrition and Food Services. Chief Operating Officer: Oversees facility management and operations. Services under this branch of the hospital include: Health Administration Service , Engineering, Fiscal, Police, Supply Chain Management and Health Technology Management Service. Strategic planning, human resources/resource management, along with canteen/cafeteria management fall under the scope of the AD Office as support services. Chief Administrative Officer: Oversees facility management and operations. Services under this branch of the hospital include: Office of Veteran Experience and Employee Engagement , Environmental Management Service , Prosthetics, Safety Service, and Chaplain Service.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2023. Internship Program: To be eligible, applicants must be accepted for enrollment or currently enrolled and seeking a degree (diploma, certificate, etc.) in a qualifying educational institution, on a full or half-time basis as defined by the institution in which you are enrolled. NOTE: Current proof of academic enrollment at an accredited educational institution is required to be submitted with your application packet. This could include a letter from the registrars office or current transcripts showing registered class for spring or fall 2023 semester would validate this requirement.You may qualify based on education and/or experience as described below: To qualify for the GS-04: General Experience: You must have one year of general experience. OR, Education: Applicants may substitute education for the experience required. To qualify based on education for this grade level you must have at least 2 years of education above high school in the field of Health Administration, Public Health or Business Administration OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the education stated above. To qualify for the GS-05: Specialized Experience: You must have one year of specialized experience at the GS-4 grade level. Specialized experience includes: Performing data analyses and identifying trends in data; Developing correspondence such as letters, memos, reports, spreadsheets, agendas etc.; Attending meetings; Tracking pending items and maintaining follow-up; Designing and managing projects; etc. Education: Applicants may substitute education for the experience required. To qualify based on education for this grade level you must have at least 4 years of education above high school leading to a bachelor's degree in the field of Health Administration, Public Health or Business Administration OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the education stated above. You will be rated on the following Competencies for this position:Computer Skills, Critical Thinking, Customer Service (Clerical/Technical), and Technical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
