Duties

Perform broad range of technical engineering functions in support of project construction and maintenance as developed for the annual work plan to include planning and project feasibility. Prepares construction surveys, designs, plans, drawings, and specs for contractor construction. Participate on NEPA Interdisciplinary Team. Prepares materials necessary to develop construction, supply, service, rehab, and timber sale contracts. Administer contracts.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: An applicant appointed to this position must possess (or obtain within 30 days of entrance on duty) and maintain a valid state driver's license while employed in this position. Basic Requirements: Specialized Experience (for positions at GS-4 or equivalent and above): Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. FOR GS-07: You must possess one (1) full year of specialized experience at or equivalent to the GS-06 level that is equivalent in difficulty and complexity as indicated by the following examples: Assisting engineering staff in performing a wide variety of basic assignments. Assisting in other engineering project such as site, easement line survey and road design of roads associated with annual work plans. Gathering and analyzing assessment data. -OR- One year (or 18 semester hours) of graduate study leading towards a master's degree in a related field of study which must have included: Engineering, Construction, Industrial Technology or other directly related field of study in: engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. -OR- A combination of both education and specialized experience. FOR GS-08: You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: Participating in the environmental analysis, including treatment, construction, and maintenance projects. Preparing cost analysis, estimates, and preliminary designs. -OR- Two full years (or 36 semester hours) of graduate study leading towards a master's degree in a related field of study which must have included: Engineering, Construction, Industrial Technology or other directly related field of study that included at least 24 semester hours in: engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. -OR- A combination of both education and specialized experience. FOR GS-09: You must possess one (1) full year of specialized experience at or equivalent to the GS-08 level that is equivalent in difficulty and complexity as indicated by the following examples: Providing technical support for surveying, estimating, and preparing & monitoring contracts. Making recommendations regarding projects and preparing reports. Assuming the lead position on subject disciplines such as water rights or supervising temporary summer seasonal employees in survey. Assisting with the planning and budgeting of proposed projects. Conducting and preparing engineering designs and specifications; and other directly related experience. -OR- Two full years (or 36 semester hours) of graduate study leading towards a master's degree in a related field of study which must have included: Engineering, Construction, Industrial Technology or other directly related field of study that included at least 24 semester hours in: engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. -OR- A combination of both education and specialized experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Work is routinely performed in a properly heated/cooled indoor office setting and outdoors (in extremely hot/cold/windy/dry/wet weather, rugged terrain, remote sites, and at construction sites) and occasionally at public meetings. Work Environment: Work hazards include; remote areas (unpopulated and semi-populated), crossing mountainous streams, lightning, wildfires, proximity to animals (both wild and domestic), poisonous snakes, poison oak, stinging insects, foot and vehicular travel in rain/snow/ice on uneven steep mountainous terrain/winding roads, which may include heavy brush or debris accumulations, construction sites (falling objects, chemicals, dust, noise, heavy construction equipment) and proximity to mechanical and electrical systems.
