This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is with Galveston District Operations Division located in Galveston Texas.
Duties
Evaluates and inspects in process and completed work to ensure that ithas been completed in accordance with standards and specifications.
Uses knowledge of the operation and maintenance of floating plant to inspect progress and completed work.
Reviews plans and specifications involving design work done by other personnel and other organizations to ensure that it conforms torequirements/codes, meets the needs of customers, and contains good operational practices.
Develops acquisition objectives and milestones to obtain the contracted serviceswithin the timeframe demanded for the particular project.
Performs and oversees operations tocheck engines and equipment using troubleshooting techniques and performance tests using analyzers and pressure gauges.
Monitors all ongoing maintenance work conducted to assure thatwork is completed on a timely basis and that a quality product is achieved.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must have or be able to obtain and maintain a valid government motor vehicle operator's license.
- Must have or be able to obtain within 1 year, and maintain a USACE Boat Operators License Examiner Certification.
- Must have or be able to obtain within 1 year, and maintain a USACE Boat Operators License.
- This position requires temporary duty (TDY) travel 15% of the time.

In order to qualify, you must meet the Education and/or Expeince requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify for this position you must meet the specialized experience listed below:
Specialized Experience GS-11:
One year of specialized experience which includes: 1) Evaluate quality assurance of maintenance contracts; 2) Compile quarterly report on equipment; and 3) Assure equipment records are up to date.
OR
A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, with a major study in the manufacture, repair or maintenance of equipment. NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Experience as described above, but less than one year; and some graduate level education as described above, but less than the required 3 years. (To compute the percentage, divide your total months of qualifying experience by12. Then, divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify). NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience.
Specialized Experience GS-12:
One year of specialized experience which includes: 1) Inspect equipment in accordance with manufacturer's specifications; 2) Coordinate maintenance of equipment; and 3) Maintain material purchases for equipment.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
