About the Position: This is a Civilian Pay Technician, GS-0544-09, position with the U.S. Army Corps of Engineers, Northwestern Division (NWD), Omaha District, Resource Management Office.

Duties

Reviews and corrects time and attendance files submitted by timekeepers. Researches and reconciles discrepancies that appear in numerous reports that are generated by the submission of time and attendance. Resolves pay and leave problems in close coordination with management, human resources and the payroll processing office. Independently audits historic pay and leave transactions affecting an individual employee or class of employees Develops and conducts formal and on-the-job training for timekeepers and certifying officials.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • This is a Financial Management Level 2 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
  • Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of the Financial Management Level 2 certification program.

The organization does not have any permanent GS-08 positions so for this recruitment in-service applicants may qualify for the GS-09 level if they possess 1 year of specialized experience and time in grade at the GS-07 level. For outside applicants (i.e., those without current or prior Federal competitive or excepted service): 1 year of specialized experience equivalent to at least the next lower level (GS-08) is required. Specialized Experience (In-Service): One year of specialized experience which includes 1) Identifying timekeeping and payroll issues; 2) Reviewing a wide range of timekeeping and payroll laws, policies, regulations, and directives; OR 3)Utilizing automated timekeeping systems to complete payroll functions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). Specialized Experience (Outside Applicant): One year of specialized experience which includes 1) Resolving timekeeping and payroll issues; 2) Reviewing and interpreting a wide range of timekeeping and payroll laws, policies, regulations, and directives; OR 3)Utilizing automated timekeeping systems to complete payroll functions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
