The Construction Control Representative position is organizationally located in the Project Management Section of the Facilities Management Service and reports to the projects section chief. The position is responsible for support of the station-level, Non-Recurring Maintenance (NRM), and Minor construction programs.

Duties

The incumbent performs work of a broad scope and complexity in practices related to construction management and construction administration; such as work involving project planning, design development, contract administration, construction quality control, construction safety, and activation of construction projects. The incumbent also performs work on contracts as a Contracting Officer Representative (COR). Some duties include but are not limited to:

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Engineering aid or technician or surveying technician performing work directly related to construction. Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements. Supervisor of crafts persons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications. Review and analyze plans, specifications, building codes, industry standards, regulations, and manuals to assure compliance prior to construction. Conduct inspections of contract features which require periodic attention. Analyze problems and review and interpret requirements. You will be rated on the following Competencies for this position: Analytical Reasoning Communications Strategic Thinking Technical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires some physical exertion, such as long periods of standing; walking over rough, uneven, rocky, or slippery surfaces; recurring, bending, crouching, stooping, stretching, climbing, or similar activities; recurring lifting of light to moderately heavy items weighing less than 50 pounds (i.e., 23 kilograms), such as testing or measuring equipment; and/or regular visits to construction, industrial, marine, or other outdoor sites. Duties will require climbing of ladders, working on scaffolds, performing inspections in tiring and uncomfortable positions. The incumbent must possess the physical capabilities to safely operate within an industrial setting and its accompanying hazards, fit for duty at all times.
