The primary purpose of this position is to perform inspections and advisory duties at the MAJCOM and unit level to detect and reduce or eliminate program mismanagement or waste for emergency management programs for complex multi-mission installations involving diverse environmental, ground, aviation, construction, weapons and explosives activities.

Duties

Performs MAJCOM-level inspector duties for formal inspections covering a wide array of nuclear and conventional operational mission and mission support tasks. Plan, organizes, and assists in the direction of the activities of the Support Inspections Branch's Civil Engineering Readiness Section. Serves as technical advisor to the Inspector General, Team Chiefs, and IG Team Leads for disaster preparedness and emergency management inspection script development, modification, and execution. Represents Support Inspections Branch's Civil Engineering Readiness Section with a variety of Air Force, Command, AFIMSC, AFGSC installations, and functional area organizations. Manages the EM and CBRNE Passive Defense Inspection Programs. Writes inspection criteria and conducts quality inspections of AFGSC, ANG, and AFRES units to ensure EM, DP, HAZMAT, Prime BEEF, RED HORSE, and CBRNE plans and programs meet DoD, USAF, and AFGSC requirements that will enable effective response to disasters and ensure mission accomplishment. Participates in discussions, meetings, or serves on panel or committees. Presents briefings and written correspondence.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the mission, functions, and goals of HQ AFGSC, AFIMSC, and AFGSC installations as they relate to civil engineering policies/procedures pertaining to all aspects of Emergency Management and Disaster Preparedness, with specific knowledge of inspection requirements for compliance and readiness in ATSO, EM, DP, CBRNE, Prime BEEF, RED HORSE, and HAZMAT programs. Knowledge of the characteristics and effects of weaponized CBRNE, Toxic Industrial Chemical (TICs), and Toxin Industrial Materials (TIMs), including knowledge of the capabilities, limitations, and employment concepts for EM and CBRNE Passive Defense Programs. In-depth knowledge in the management of training, planning, operations, inspections, and logistics requirements regarding the AF EM and CBRNE Passive Defense Programs, including principles of mitigation preparedness, response, and recovery from major accidents and natural disasters, CE contingency training operations and equipment requirements. Knowledge of the five Air Force Counter CBRNE program pillars, with ability to provide advice to all functional areas as it relates to their specific needs to survive and operate in CBRNE environments (e.g., counter proliferation, counter force, active defense, passive defense, and consequence management), and skills in planning and executing mobility/Prime BEEF programs; and planning, organizing, directing, operation and evaluating EM, DP, CBRNE, and HAZMAT programs. Knowledge of AF Occupational Safety and Health (AFOSH) Program, safety and security regulations, practices, and procedures to include environmental requirements as outlined an applicable safety standard, regulations, and/or technical order; Federal Response Plan organization, lines of authority, and installation response roles and responsibilities; and natural disaster response procedures, training techniques, and use of specialized equipment. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Ability to make sound decisions rapidly, in areas including but not limited to the impact of conventional and CBRNE weapon effects on military operations and selecting an appropriate course of action under high stress conditions associated with emergency situations. Knowledge of AF Occupational Safety and Health (AFOSH) Program, safety and security regulations, practices, and procedures to include environmental requirements as outlined an applicable safety standards, regulations, and/or technical order; Federal Response Plan organization, lines of authority, and installation response roles and responsibilities; and natural disaster response procedures, training techniques, and use of specialized equipment. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
