The position is located within Facilities Management Service (FMS) at the Corporal Michael J. Crescenz VA Medical Center (CMCVAMC).The incumbent is organizationally located in Facility Management Service Line (FMSL) Business Operations Center reporting directly to the supervisor also known as the Business
Manager.

Work Schedule: Monday - Friday, 7:00am - 3:30pm
As an Administrative Specialist, you will work closely with supervisors, union officials, and safety and occupational health committees to provide factual information on eliminating or controlling hazardous safety conditions in the workplace. Other duties include, but are not limited to:
The incumbent provides a key role in assisting the supervisor in the tracking and issuance of policies and procedures, short-range planning, budget, guidelines, and proposals for efficient and effective utilization of resources and the operation of the service.
The incumbent performs and/or directs special studies and projects for the supervisor; some highly confidential and complex in nature.
The incumbent responds expeditiously to unannounced demands for surveys and statistical reports and ensures all reporting is completed timely and accurately.
The incumbent analyzes proposals and provides the supervisor with an objective opinion before a final decision is made by the supervisor.
When designated, the incumbent represents the supervisor at meetings, presents information, and takes positions which are consistent with the Service's policies and thinking.
Incumbent accesses new or modified work methods, organizational structures, records and files, management processes, staffing requirements, procedures for administering program services, guidelines and automating work processes for the Service by reviewing operational and project trends.
Collaborates with supervisor to recommend program changes.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Assisting with tracking and issuance of policies and procedures, short-range planning, budget, guidelines, and proposals for efficient and effective utilization of resources.
Preparing statistical reports and ensures all reporting is completed timely and accurately.
Incumbent accesses new or modified work methods, organizational structures, records and files, management processes, staffing requirements by reviewing operational and project trends.
Assisting with preparation of budget projections based on studies of past expenditures, mastery of service requirements, changes in workload, and future goals of the service.
Obtaining accurate and valid results from program studies and management interventions to make recommendations and provide briefings on operating programs to senior management.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and successfully completed post-high school education.

Physical Requirements: The work is mostly sedentary and requires a substantial amount of interaction with a personal computer. The incumbent walks to and from meetings, performs space, supply and
equipment inventories, and frequently carries papers and books weighing less than ten pounds.
