This position is located in the Health Administration Service (HAS) of the Cumberland County VA Medical Center, Fayetteville VA Health Care System (FVACHCS), North Carolina, a Complexity Level 1 facility. The Administrative Officer of the Day (AOD) represents the Director in all administrative matters occurring when assigned to other than a normal tour of duty.
Duties
Duties Major duties and responsibilities include but are not limited to:
ADMINISTRATION DUTIES
Delegated full authority of the Director for administrative activities occurring during other than normal tours of duty.
Provides administrative authority, guidance, and advice to Medical Officer of the Day (MOD), Nursing Tour Coordinator/Nurse of the Day (NOD), and all other clinical staff concerning administrative matters necessary for operation of the FVACHCS.
Performs, for administrative matters, as the MOD does for clinical matters, working as a team to carry out top management responsibilities during other than regular working hours.
Authorized as certifying officer for documents pertaining to the administration of laws concerning VA.
Interprets and applies benefits associated with local and national sharing agreements, Memorandums of Understanding (MOUs) and contractual agreements with other federal, state entities, for example, Tricare, CHAMPVA, other VA Health Care Systems within the Department of Veterans Affairs.
Resolves administrative issues surrounding beneficiary death, seriously ill cases, elopements, suicides, assaults, deaths on arrival (DOA'S), homicides, medical emergency/code blue, cost recovery matters, and facility or community disasters, etc.
Investigates issues and prepares complex and sensitive correspondence relating to patient care activities.
Responsible for responding appropriately to Congressional complaints/inquiries.
Responsible for providing Veteran Experience Officer (VEO)/Patient Advocate support to Veterans and their families during other than normal working hours.
Maintains good public and media relations.
Prepares daily, monthly, and on demand reports for FVACHCS leadership.
SUPERVISORY DUTIES
Incumbent is the Supervisor for the Medical Support Assistants, Telephone Operators and any other HAS personnel on duty during other than regular duty hours.
Participates in special projects or analytical studies of problem areas; conducts investigational and/or systematic reviews of HAS operations; prepares workflow charts, work standards, staffing recommendations; makes recommendations or suggestions for improved methods and procedures; coordinates, implements, and completes accepted changes.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing administrative guidance to VAMC staff; coordinating patient transfers and referrals; and maintaining logs and reports of gains and losses, patient activity, and other significant events. Physical Requirements: The work requires sitting and walking with occasionally the requirement to lift objects such as suitcases, clothing, or medical charts as well as the emotion stability to handle stressful situations.
