The Management and Program Assistant (Program Data Manager) is responsible for the analysis and implementation of all Patient Allied Care Team (PACT) performance metrics and initiatives at the VA Northern Indiana Healthcare System related to PACT. Employee is responsible to support the effective and efficient management of PACT data by providing expert analysis as the subject-matter expert for key stakeholders across multiple services lines whose performance relates to PACT Performance Measures.
Duties
The incumbent of this position is located under the Associate Chief of Staff (Primary Care) and has primary responsibility as the Patient Centered Management Module (PCMM) Facility Coordinator for all Primary Care services with in the VANIHCS and associated Community Based Outpatient Clinics (CBOCs). The incumbent provides high- level operational oversight and management expertise of the PCMM Program and has responsibility to engage in developing, analyzing, evaluating, and advising on and/or improving the effectiveness of methods and procedures, organization, staff utilization management controls, information and documentation systems or similar functions of management. The incumbent has responsibility to engage in panel management and efficiency of work, research and data analysis work, and training programs related to Primary Care and Patient Care Service lines.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/23/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 07 position you must have served 52 weeks at the GS 06 level. For a GS 09 position you must have served 52 weeks at the GS 08 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-6) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying a body of rules, regulations, policies, and practices to gather facts and draw conclusions or recommend solutions to problems; and collaborating and professionally communicating with colleagues, customers, and management in order to strategically provide information. For the GS 09 level, the specialized experience must be equivalent to the GS 08 level, which includes: Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Knowledge in applying/developing new or modified work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administering program services, guidelines and procedures, and automating work processes for the conduct of administrative support functions or program operations. Knowledge of VHA systems (PCMM, VistA, VSSC) and the ability to retrieve administrative and clinical data from these systems using numerous report options. Detailed knowledge of outpatient processing, release of information, content and format, workload data capture, encounter forms, and primary care systems and applications. Knowledge of PACT or Patient Centered Medical Home theory, practice and administration, etc.
You will be rated on the following Competencies for this position:
Skill at establishing and maintaining an effective relationship with Veterans and their families; both external and internal VA customers.
Ability to communicate both orally and in writing to both internal and external VA customers to include but not limited to medical professionals, Veterans and their families, and external non-government agencies.
Knowledge of Microsoft Office Suite of software to compile data, formulate reports, and complete correspondences both internal and external to the VA.
Ability to plan, organize and establish work priorities

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. A physical exam may be required for this position.
