This position is part of the Defense Human Resources Activity. The incumbent serves as a Librarian Technician responsible for developing and maintaining the Defense Equal Opportunity Management Institute (DEOMI) Repository/Clearinghouse as stated in DoD Instruction 1350.02, DoD Military Equal Opportunity Program.

These are duties performed at the full-performance GS-08 level. The duties for the GS-06 position will be performed at a developmental level.
Performs a wide variety of duties: circulation, reference advisory, research, collection management, library programming, outreach and marketing; and a wide variety of technical duties:
Independently performs circulation and registration duties by implementing established procedures for circulation functions. Maintains automated and/or manual circulation files to include all charged-out materials, user database files, registration files, document delivery, interlibrary loans, lost items, and over-due material and author. Accurately maintains library statistics.
Assists librarians in developing and implementing programs and the marketing and publicity of library services and events. Courteously assists users in circulation and reference transactions. Effectively administers interlibrary loan services. Acts as the department's GPC holder and monitors receipt of all items purchased and routinely follows up on outstanding orders. Reports purchasing/delivery discrepancies to supervisory librarian. Recommends titles for possible inclusion in the collection.
Performs copy cataloging and material processing to by using a automated cataloging resources such as OCLC to obtain and modify catalog records for new library materials in a variety of formats. Downloads cataloging data for materials into the Integrated Library System (ILS) to make the records accessible to library users. Ensures catalog records are accurate and current. Maintains name, series, and subject authority control records. Assists Librarian (digitization) with digital collection management projects.
Using established procedures, prepares library materials in a variety of formats for use by library customers. Logs in periodicals and checks for missing issues. Assists in the annual inventory of library materials. Using established procedures, prepares materials for disposal via excess lists or DRMO and prepares appropriate paperwork.
Monitors and maintains stock levels of office and specialized library supplies. Assists in providing ready reference services to library customers. Refers difficult reference questions to librarians. Assists library users with library equipment. Performs routine clerical tasks.
Uses varied and advanced functions of computer software to prepare, format, modify, edit, email and print a variety of letters, reports, memos, and other documents Assists at the circulation desk as needed. Refers unusual or complex problems concerning work processes to the appropriate staff member.
Acts as author of DEOMI NewsLinks.
Evaluates customer service procedures, reference assistance, circulation and technical service policies, procedures and processes. Recommends improvements and/or changes. Independently carries out assignments.
Work requires some physical exertion such as long periods of sitting and standing; recurring activities such as bending, crouching, stooping, and reaching; pushing loaded book trucks and recurring lifting of moderately heavy items.

Qualifications
You may qualify at the GS-06, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-05 grade level in the Federal service:
Utilizing the circulation module of the Integrated Library System (ILS)
Performing copy cataloging duties
Assisting library patrons with basic reference and research skills, such as locating books, articles, or digital resources
Performing duties that require the use of Microsoft Office software
