The Chief, Health Administration Service (HAS) at the Marion VAMC has oversight and responsibility for Health Information Management and Medical Records, operational duties including planning, directing, organizing, coordinating and controlling all HAS functions. Provides direction and support in both clinical and administrative activities to include patient administration, medical records, clinical documentation and coding, operational efficiency, employee engagement and Veteran experience.
Duties
Major Duties:
PROGRAM ADMINISTRATION (40%) Incumbent manages directly and through subordinate supervisors the major program areas of all Health Administration Service programs to include Enrollment and Eligibility, Administrative Officer of the Day (AOD), Decedent Affairs, Beneficiary Travel and Veterans Transportation and all aspects of Health Information Management Service (HIMS), to medical record processing, release of information and coding.
PERSONNEL MANAGEMENT (25%) As a large administrative Service, considerable attention to personnel management is required. The incumbent provides technical and administrative supervision directly or through subordinate supervisors to more the 80 FTEE. Oversees the daily operations of the Service, ensuring that Agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates. Provides advice, counsel and instruction to employees on both work and administrative matters; hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints appropriately; corrects behavior and addresses performance issues and misconduct through appropriate disciplinary measures. Interviews candidates for positions within the Service; recommends appointments, promotions and awards; identifies and provides for training needs; and finds ways to improve production and increased quality of work throughout Health Administration Service. Carries out Equal Employment Opportunity policies and program activities and contributes to the development of Health Care System policies and programs concerned with equal opportunity, merit promotion, labor-management relations and position management.
PLANNING/DIRECTION & BUDGET MANAGEMENT(25%) The incumbent synthesizes data and information from a variety of sources including the VA Health Eligibility Center, National Records Management office, National Veterans Transportation Program office, and the VISN 15 Business Office. Works collaboratively with leadership from clinical and non-clinical services in order to effectively operate the Health Administration Service.
PATIENT EXPERIENCE & INTERNAL CUSTOMER SATISFACTION (10%) Program development and implementation within HAS is critical to the overall image and operational efficiencies of the Marion VA Health Care System. Responsible for ensuring HAS programs and services are implemented and practiced in a manner that is Veteran centric and customer service friendly. Many HAS programs and services are forward-facing and often a major part of the Veteran experience within the Marion VA Health Care System. Responsible for the effective application of high-quality customer service within HAS to continuously improve the overall Veteran experience. In addition, HAS provides many critical services to departments and clinical Service Lines within the Marion VA Health Care System. Responsible for effective communication and high-quality internal customer service within the Marion VA Health Care System to ensure timely, high quality implementation of HAS programs and support services to affectively improve operational efficiencies and overall services.
Work Schedule: Monday - Friday, 8:00 AM - 4:30 PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/08/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: demonstrated mastery of a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness and of complex management processes and systems AND application of comprehensive knowledge of the range or administration laws, policies, regulations, and precedents applicable to the administration of one or more important public programs in the area of Veteran's health care and health systems AND knowledge of VHA program goals and objectives, the sequence and timing of key program events and milestones and methods of evaluating the worth of program accomplishments AND skill to plan, organize and direct team work and to work effectively with key management stakeholders to accept and implement recommendations where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of other stakeholders.
