Duties

If selected, you will serve as the Budget Officer for the United States Attorney's Office (USAO) for the Central District of California responsible for the supervision of an integrated financial management system to include budgeting, accounting, acquisitions, support services/facilities, and financial reporting. Typical work assignments will include: Assigning work to subordinates based on difficulty of assignments and staff capabilities; Developing and maintaining an integrated financial planning and reporting system that involves both long-range program plans and the annual budget as a key segment of those plans; Monitoring and preparing reports on actual and projected Full-Time Equivalent (FTE) allocations; Advising the Administrative Officer and the senior management team on program effectiveness relative to planned financial objectives; Preparing monthly financial and budgetary reports for the United States Attorney and the Administrative Officer, and quarterly reports to Executive Office of U.S. Attorney's (EOUSA) Financial Management Staff; Preparing annual administrative budgets and operating plans; and Conducting periodic reviews, identifying any problems or issues involving the obligation process, and developing solutions and procedural changes to correct problems. Responsibilities will increase and assignments will become more complex as your training and experience progress.

Requirements

  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation

Qualifications

GS-13: To be qualified at the GS-13 level, you must have at least one year of specialized experience equivalent to the GS-12 level in federal service. Specialized experience is defined as serving as a financial management expert and developing, planning, implementing, and administering the full spectrum of budget and financial management activities. Examples of specialized experience include: analyzing and evaluating the effectiveness of financial management programs, systems, and operations in meeting established goals and objectives; developing financial policies to facilitate achievement of program goals and objectives; providing recommendations and alternative approaches to improve program plans, budget proposals, costs of operations, and program accomplishments; and providing technical guidance, advice, and assistance to senior management in the identification of future resource and budget requirements. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
