Vacancies will be filled in the following specialty areas:
HQ - DCOS - Deputy Commissioner for Operations Support
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Serves as an expert technical advisor in matters, issues, and questions pertaining to assigned areas of study and works to identify, develop, manage, and lead initiatives and policies to improve those areas and Federal service delivery.
Designs and undertakes complex management studies, initiatives, or data gathering efforts, where the boundaries of the studies are extremely broad and difficult to determine in advance, i.e., the actual limits of the project are developed as the study proceeds.
Develops mechanisms for gathering or using existing quantitative and qualitative data to help stakeholders understand their opportunities for improvement; develops insights for consideration during the decision-making process, identifies and scopes problems; and embarks on new research areas worth exploring through innovative methods.
Monitors project status and adjusts work plans, schedules, and assignments for project accomplishment. Conducts in-depth analyses of project data, requirements, and impact; identifies problem areas and determines how to resolve them.
Directs, coordinates, and integrates the work of other employees assigned to project(s). Reviews the work of other project managers and/or project participants for adherence to established policies and to ensure compatibility and consistency in meeting overall project objectives.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
Specialized Experience GS 15: You must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: Experience working with a wide range of analytical and evaluative methods and techniques, qualitative and quantitative, sufficient to accomplish complex projects or studies broad in scope and magnitude; Experience working with a full range of Federal laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned project or study; Experience in the overall mission, objectives, functions, policies, and organizational structure of the Internal Revenue Service; Experience monitoring project status and adjusting work plans, schedules, and assignments for project accomplishment; Experience conducting in-depth analyses of project data, requirements, impact and identifies problem areas and determines how to resolve them; Experience managing project resources to meet goals and objectives including recommending adjustment of resources, ensuring that plans are consistent with Service goals, schedules, and policies and that they follow CPI, LSS, and/or OCM methodologies; Experience delivering training to business unit customers on methods and principles (i.e. LSS or OCM); Experience directing the work of others and maintaining harmonious relationships with all parties; Experience communicating effectively both orally and in writing with Leadership at all managerial and technical levels.

TIME-IN-GRADE REQUIREMENTS: Under merit promotion procedures, Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Time is credited based on calendar time served in a grade, regardless of the number of days or hours worked. If you currently hold or have previously held a position at the same (or equivalent) or higher grade/level in the Federal government as of this announcement, you will meet the TIME IN GRADE REQUIREMENTS.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
