This position is part of the Defense Threat Reduction Agency, Defense Threat Reduction Agency. The incumbent will be responsible for enforcement of all technical and administrative provisions of assigned projects and in the management of Construction and A&E contracts. The incumbent may also be required to support other RD-TST contracts. The incumbent is further required to apply sound engineering principles and judgement throughout the performance of their duties.
Duties
As a GENERAL ENGINEER at the GS-0801-12/13 some of your typical work assignments may include:
Incumbent participates in defining research issues, gather market research, and supporting feasibility studies pertaining to the engineering elements of prospective projects. Uses the results of the research and studies to formulate criteria for both the design and funding requirements of project proposals.
Participates in the budget development process for assigned projects. The incumbent uses engineering knowledge in structural mechanics, engineering mechanics, civil engineering and materials modeling and characterization to design, coordinate and manage technical implementation/fielding in support of tests to meet technical requirements.
Based on test goals and objectives as provided by customers and experimenters, develop measurement requirements that will meet the integrated goals and objectives of all customers and experimenters. Incumbent works independently to accomplish these tasks including pretest predictions and weapons effects evaluation.
Performs independent reviews of test results and data evaluation. Documents preliminary test results. Based on test goals and objectives as provided by customers and experimenters. This position develops, reviews, and provides technical oversight for the Test Division to support the test program initiatives and requirements.
Manages the Construction and A&E Services IDIQ requirements and contracts for RD-TST and RD-TSTC, acting as the Contracting Officer Representative (COR). Conducts Quarterly Reviews and Award Fee sessions in the required timeframe. Ensures safety and security aspects are adhered to.
Ensures payment disbursements are accepted and certified in a timely. Updates/informs Contracting Officer, RD-TST, and RD-TSTC of any issues/concerns pertaining to contract management execution. Initiates contracting process and tracks status of task orders.
Updates and maintains disbursement spreadsheets to meet RD and HQ DTRA requirements reflecting current year obligation and execution rates. Supports the acquisition process for new Task Orders and Contract; ensures acquisition packages contain required documentation.
Participates in pre-award contract meetings and constructability reviews; Review contractors' proposals to ensure it meets specifications at a reasonable price; Coordinates post-award contract meetings such as post-award kickoff meetings (as applicable), preconstruction conferences, schedule acceptance meetings, design review meetings (as applicable), and final inspections.
Reviews and approves contractor administrative submittals such as schedules, environmental protection plan, design (as applicable) and construction quality control plan, health and safety plan, accident prevention plan; and coordinate review and approval of technical "Government-approved" submittals such as, shop drawings, product data, samples, design data, manufacturer's instructions, test plans/reports, and certificates.
Represents the RD-TST and RD-TSTC as the technical representative in matters involving contract modifications and claims. As a technical representative and COR; Assists in identifying the need (and subsequent reason code) for a modification to scope, cost and/or schedule based on collaboration with the contractor, Supported Command, designer and/or other entities, After negotiation, preparing the final documentation and wording for the modification including justification for cost and time involved within the limits of the COR authority; Providing technical support for claims/disputes/terminations processing, negotiation, and resolution; reviewing and recommending approval of contractors' schedules of prices as the basis for payments and subsequent invoices; and Providing recommendations for retainage and/or withholding as required.

- This is an Acquisition Workforce position in the Engineering and Technical Management functional area. The incumbent will be required to become certified in the Practitioner tier within 4 years.
- The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years.
- This position requires PM certification per DTRA guidance for any work assigned to the incumbent as a Project Manager (PM).
- Possess either a Project Management Professional (PMP) Qualification or be actively working on obtaining a PMP within two years of being hired.
- Incumbent is required to submit a Confidential Financial Disclosure Form, OGE 450, within 30 days of entering the position, annually and upon termination of employment in accordance with DoD Directive 5500.7-R, Joint Ethics Regulation, Aug 30, 1993.

Qualifications
You may qualify at the GS 13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:
At least four or more years of experience reviewing designs and technical submittals, at least four or more years providing management of contracts and/or assigned as Contract Officer Representative (COR); Bachelors in STEM related studies.
Expert knowledge of project management in order to manage timelines, budget, and scope of ongoing projects.
Expert knowledge and abilities applicable to a broad range of civil and construction engineering duties in order to modify standard practices, adapt equipment or techniques to solve a variety of problems.
Expert knowledge of structural mechanics and engineering mechanics to design, coordinate and manage technical implementation/fielding.
Comprehensive knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, and equipment to determine compliance with federal, state, and local codes and regulations.
List education substitution, if applicable: Masters in STEM related studies is suitable for substitution for 2 years of experience; PE License suitable to count as expert in design and review of designs and/or expert in related engineering field (Civil, General, Structural, Mechanical, Geological, ect.), PMP Certification counts for expert knowledge of Project Management.
You may qualify at the GS 12, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service as listed below:
At least two years of experience providing reviews of or executing design work and engineering services, at least two years of experience assisting in contract management and/or duties assigned as a Contract Officer Representative (COR); Bachelors in STEM related studies.
Experience with project management and oversight of timelines, budget, and scope of ongoing projects.
Experience with a broad range of engineering duties in order to modify standard practices, adapt equipment or techniques to solve a variety of problems.
General knowledge of structural mechanics and engineering mechanics to design, coordinate and manage technical implementation/fielding.
General knowledge of a broad range of civil engineering and construction standards, methods, practices, and techniques, and equipment to determine compliance with federal, state, and local codes and regulations

For the Engineering Series. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. 2. Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
