This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STRL Mission Support to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Position is located with the DEVCOM CENTER, Soldier Sustainment Directorate, DEPUTY BUSINESS OPERATIONS (DBO). 2 year MODIFIED TERM appointment with option to extend to 6 years. May be made permanent without further competition.

Duties

Direct, support and provide management guidance on retail level logistics, property accountability, equipment management, and facilities maintenance and support. Provide logistics management and facilities management to include property accountability, equipment management, and test, measurement, and diagnostic equipment (TMDE) maintenance and calibration. Perform journey level functions in the business or administrative fields (e.g., finance, resource management, logistics, or planning). Provide logistic support which may include operation and management of facilities, including project planning, space utilization, maintenance, repair, and modernization of facilities.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience (GS-07): One year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes: 1) Utilizing automated systems and databases that support equipment and supply management; and 2) Assisting in the performance of inventory management of hand receipted property; and 3 Providing customer support to various personnel for supply and equipment management; and 4) Tracking funds and obligations associated with equipment and materials. OR Education: Successfully completed one full academic year of graduate-level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, Financial Management, Accounting, Business Administration, etc. (Note: You must attach a copy of your transcripts.) OR Successfully completed all the requirements for a bachelor's degree and claiming Superior Academic Achievement. To be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in B above. Superior Academic Achievement is based on: (1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). (NOTE: You must attach a copy of your transcripts and/or verification of class standing for further verification.) OR Combination of Education and Experience: I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). Specialized Experience (GS-09): One year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes: 1) Reviewing technical requirements and processing transactions for supply requisitioning and issuance in support of requirements; 2) utilizing automated systems and databases that support equipment and supply management/finance system such as: General Fund Enterprise Business System (GFEBS); 3) preparing and editing office correspondence, technical reports, and official documents in support of office personnel, ensuring procedural and grammatical accuracy; and 4) experience or knowledge in the development of contract procurement data packages and their submittal. OR Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as: Business Management. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.) Specialized experience (GS-11): One year of specialized experience equivalent to the DE-02, GS-09 grade level, in the Federal service which includes: 1) Providing logistics and facilities management to include property accountability, equipment management, and test, measurement, and diagnostic equipment (TMDE) maintenance and calibration. 2) Experience utilizing automated property book systems to account for property, supplies, and/or equipment. And 3) Experience utilizing a credit card to purchase supplies, equipment, and/or services in accordance with regulation, policy, and standard operating procedure requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DE-02 (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Supply Chain Management or Inventory Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
