Duties

Participates in the establishment of the objective measurements in the Quality Assurance Surveillance Plan (QASP) to evaluate the Service Provider (SP) compliance with distribution operational requirements. Assesses the compliance of SP performance to established requirements through various surveillance methods which may include quality audits, physical inspections, and sampling documents. Performs statistical analyses of data and reviews, including identifying, understanding, measuring, and analyzing SP outputs, and providing analyses of feedback data. Analyzes, interprets, and evaluates generated materials, the objectives, or problems and, in consideration of procedures, determines method of accumulating data to best reflect results required to isolate cause of problem. Conducts necessary follow-ups and assures that all actions are taken, to include responding to inspection reports, to adequately resolve problem areas. Develops reports based on analysis of findings or other documents of inspection results and forwards through the Surveillance Lead and Deputy Director/Director to DLA Distribution providing insight and recommendations on SP performance. Attends meetings for assigned programs and functional areas. Prepares and presents briefings to the Distribution Center Command Staff.

Qualifications

To qualify for a General Supply Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-09 level, applicants must possess one year of specialized experience equivalent to the GS-07 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Conducting audits, physical inventories, and various other means of gathering data within the distribution, supply-chain sector. Analyzing many different forms of data to measure efficiencies against performance standards and make recommendations to improve output. Presenting data to mission stakeholders that enables them to make the decision that best suits the needs of the business. B. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. To qualify based on education in lieu of specialized experience, you must possess: A master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related C. Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade level GS-11 and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Temporary Position:This position is being filled as Term appointment not-to-exceed (NTE) One Year. Current permanent DLA employees eligible as a Promotion, this position will be filled as a Temporary Promotion NTE One Year and may be extended up to a total of five years or converted to a permanent promotion without further competition. Current permanent DLA employees eligible as a Reassignment/Change-to-Lower Grade, this position will be filled as a Reassignment/Change-to-Lower Grade with the intent to be limited to the time period specified in the announcement and may be reassigned at management's discretion or made permanent at any time. Upon termination/expiration of the temporary assignment, placement will be either to the gaining or previous organization in accordance with DLA policy (DLAI 1442.04) regarding placement rights after a time-limited assignment. For all others, if selected, this would be a Term/Time-Limited Appointment NTE One Year, and not more than six years. The selected applicant will be required to sign a written agreement acknowledging the conditions of this temporary assignment/appointment and that they may be released from this position upon management discretion.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
