In this position you will serve the AFTC Commander/Executive Director and work with the Directorate of Contracting in the identification and analysis of contractual information as it pertains to the goods and services placed on contract following Air Force and other government directives.

Researches, interprets, analyzes, applies guidelines, statutes, regulations to in-house AFTC organizations and out-of-house businesses, large and small, that frequently come to the AF Small Business Specialist (SBS) for expert opinion and interpretation of small business laws and regulations Analyzes statistical contractual information to identify small business goal attainment., conflicts impacting requirements for small business concerns and identifies training to improve acquisition practices. Performs/oversees market research/analysis to determine availability of the requirement; analyzes market trends, commercial practices, conditions and technological advances; selects appropriate small business contracting techniques and procedures to solve any acquisition problems. Balances workload and provides advice, guidance, analysis, and direction on a wide range of procurement programs, data systems, Government-wide Purchase Card program, and administrative issues. Participates/oversees participation in special projects and initiatives and performs special assignments. Identifies the need for special projects and initiates milestones and goals.

  • This position is designated a Level 2, NON-CRITICAL APDP position.
  • Subject to Temporary Duty Assignment (TDY): Approximately 30 days per year.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located HERE SPECIALIZED EXPERIENCE: I have at least 52 weeks or will have within 120 days of the closing of this announcement the specialized experience at the next lower broadband NH-02, equivalent to the next lower grade (GS-11) (or equivalent in an alternative pay system in the federal service). Specialized experience is experience in developing, integrating, and implementing solutions to diverse, highly complex problems across multiple areas and disciplines. Develop plans and techniques to fit new situations to improve overall program and policies. Establish precedents in application of problem-solving techniques to enhance existing processes. Defines, direct, or lead highly challenging projects/ programs. Review and approve or is a major contributor to/lead author of management reports or contractual documents for external distribution. Provide input to policies. Anticipate problems, develop sound solutions, and action plans to ensure program/mission accomplishment. NOTE: You must submit copies of your official transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the full range of federal contracting laws, regulations, policies, practices, methods, and contract types. Knowledge of commercial business practices and market conditions applicable to program and technical requirements. Highly experienced in recognizing and analyzing statistical data and problems, conducts research, summarize results, and make appropriate recommendations; and prepare training materials and conduct training. Ability to communicate effectively, both orally and in writing. Ability to plan, organizes work, and meets deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

BASIC REQUIREMENT: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.)

NOTE: The qualifications requirements imposed by the Secretary of Defense pursuant to subsections (a) and (b) of 10 USC 1724 shall not apply to an employee of DoD or a member of the Armed Forces who 1) served as a contracting officer with authority to award or administer contracts in excess of the simplified acquisition threshold on or before 1 January 2000; 2) served, on or before 1 January 2000, in a position either as an employee in the GS-1102 series or as a member of the Armed Forces in a similar occupation specialty; (3) is in the contingency contracting force; or (4) is described in subsection (Pe)(1)(B) of 10 USC 1724..
