Under the direction of the Associate Chief, Pharmacy Operations, and in concert with other supervisory personnel within the Pharmacy Department, the incumbent is responsible for the operation of the pharmacy procurement program across two campuses, six pharmacy sites (Department of Defense (DoD) and Veterans Affairs (VA)), and associated VA community-based outpatient clinics (CBOCs).

The incumbent performs analytical and evaluative work associated with line and program activities of the Pharmacy Department. The incumbent organizes and develops information to provide a solid base upon which Pharmacy Management can make effective data-driven decisions to anticipate and meet pharmaceutical needs of customers and goals of the Facility and Network. The incumbent is responsible for the collection, analysis, and evaluation of data to achieve optimal utilization of medication procurement and destruction.
Major Duties and Responsibilities:
A. Program Management
Utilize strict accounting practices to maintain an accurate budget. Provide upper management with quarterly, monthly and often daily updates on budget status. Maintain sufficient inventory for the needs of the Medical Center, yet not exceeding budget allowance.
Incumbent presents upper management on a routine basis: expenditure reports, cost analysis, stock usage, budget forecast, drug shortages, drug recalls and new product cost impact.
Incumbent is a purchase card holder and complies with all the acquisition regulations, both Federal, VA and local to include 8A, small business, Javis Wagner 0-Day Act, and mandatory sources. Makes individual purchases not to exceed $10,000 unless specifically authorized to do so by Organization Program Coordinator (authorizing official) Manager.
B. Supervisory and Managerial
The incumbent has responsibility for complete oversight of the functional areas described above and for independently planning, designing, and carrying out programs, projects, studies, or other work functions within the facility.
The incumbent is independently responsible for long-range planning and organizing the specific work activities outlined in these functions, requiring coordination with peers and field representatives.
The incumbent plans, develops, and carries out vital initiatives related to specific functions, concerns, projects and programs essential to the missions of the facility, VISN, and VHA to ensure the safety and quality of patient care.
The incumbent works independently assigning, scheduling, monitoring and evaluating subordinates with the day-to-day operations to ensure VHA achieves its vision and mission.
C. Control Point Management
Incumbent is responsible for daily functions related to fund control management.
Responsible for processing 1358s, 2237s, and purchase card orders for obligating appropriate funds for pharmacy service budget.
Acts as a purchase cardholder approving official for the Pharmacy Service and oversees purchases of pharmacy procurement technicians.
Incumbent complies with all Federal, VA, and local acquisition policies and regulations.
Responsible for making decisions concerning cost containment related to pharmacy transactions.
D. Inventory Management
Incumbent is responsible for inventory management of all pharmaceuticals and supplies for the pharmacy service.
Assure the proper pharmacy storage of all pharmaceuticals and supplies.
Reviews CMOP backorders and adjusts local inventory as needed to meet patient needs. Monitors CMOP rejects to adjust items that are sent back to station due to backorders.
Responsible for the annual wall-to-wall inventory preparation.
Serves as liaison between Logistics, Prosthetics, and Supply and Distribution services.
E. Administrative
Makes recommendations to pharmacy administration regarding system-related changes that might enhance departmental productivity and/or Veteran patient care services.
Monitors and supports pharmacy compliance with existing regulatory rules, laws, and standards.
Is responsible for the security of the assigned area particularly as it relates to controlled substances. Incumbent helps to ensure departmental and medication security, including controlled substances as required by the Department of Veterans Affairs and the Drug Enforcement Agency.
Assists in the recommendation, drafting and implementation of departmental policies and procedures.
Helps to monitor and ensure compliance with the departments and hospital's policies and procedures.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. Pharmacists must be proficient in spoken and written English
Preferred Experience: Prior pharmacy procurement related work experience, completion of a PGY-1 Pharmacy Residency, and ideally completion of a PGY-2 Health-System Pharmacy Administration and Leadership Residency.
Grade Determinations: In addition to the basic requirements for employment listed above, the following criteria must be met when determining the grade of candidates.
GS-13
(a) Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level.
(b) Assignments. Candidates at this grade level are to be in one of the assignments listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
Pharmacy Supervisor: Responsible for the professional and administrative management of an assigned area in pharmacy service, to include budgetary execution. Such individuals have responsibilities for supervising multiple pharmacists and technicians. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. Develops policies and procedures relative to their assigned area. Pharmacists assigned to this position must demonstrate the following KSAs:
Ability to effectively supervise subordinate staff.
Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
Expert understanding of regulatory and quality standards pertaining to pharmacy.
Skill in managing people or programs.

This position is at full performance level GS-13.
Working Conditions: : Employee is typically expected to work forty hours per week, primarily day shift. However, as the need arises, this may include days, evenings, swing-shift, midnights, weekends and holidays as necessary for coverage. Work is performed in the pharmacy, patient care areas/wards, office, and storage areas of the facility. Work areas are adequately heated and lighted. Incumbent must have the physical ability to perform job-related duties which require lifting, standing, bending, transferring, stooping, stretching, walking, pushing, or pulling without assistance from another staff member. A health examination must be successfully completed prior to this assignment and periodically thereafter as required by the FHCC Occupational Health Clinic policy. Potential exists for exposure to infectious patients or materials; exposure to hazardous and toxic substances including but not limited to cytotoxic chemotherapy, solvents, grease, oils, and cleaning solutions; sticks or cuts from hypodermic needles, lancets or other sharp items; musculoskeletal injuries if proper lifting and carrying techniques are not used; unusual musculoskeletal fatigue due to prolonged standing, electronic data processing, etc.; eye strain.
