You will serve as a EXPLOSIVES SAFETY SPECIALIST in the OPERATIONS N3 of COMMANDER - NAVAL INSTALLATIONS.
Duties
You will administer and evaluate an explosives safety program to oversee the safe and efficient handling, storage, transportation, disposal and treatment of explosives.
You will monitor a command's explosives safety program for compliance with requirements imposed by higher echelons.
You will manage requests for explosive safety site approvals by approving or denying sites for new construction or alterations to equipment or facilities that satisfy safety requirements.
You will direct the development of new training programs for presentation to supervisors and employees.
You will analyze mishaps and hazardous conditions to determine origin, causes and contributing elements.
You will provide installation level assessment and validation of safety management system for explosive safety, radiation safety, and safety and occupational health programs.
You will serve as command assessment lead for headquarters triennial assessments of echelon III explosives safety and safety and occupational health program management.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serves as the subject matter expert/advisor to the command; 2) Conducts hazard analyses and risk assessments, prepare explosive site plans, prepare explosives safety deviation requests; 3) provide explosives safety training, develop and interpret explosives safety policies and criteria; 4) Guides the installation and tenant commands on the implementation and compliance of the explosives safety program; and 5) conducts inspections and audits of the explosives safety program to ensure full compliance.
