About the Position: Serve as a Telecommunications Mechanic installing, modifying, repairing, changing, wiring, and maintaining all types of telecommunications equipment.
Duties
Install, modify, repair, change, wire, and maintain multiple types of telecommunications equipment.
Analyze installed telecommunications equipment and infrastructure in order to accomplish the modifications, upgrade, or enhancements required to support the new system/circuit requirements.
Maintain system inventories, to include spare parts, for each location.
Inspect, survey, and document systems for regional director awareness, and provide oversight and guidance to telephone technicians.
Interpret work orders or trouble tickets, determine tools, equipment, and materials required.
Use built-in test equipment and system applications, test meters and tools, as well as technical and historic experience to isolate and repair problems and outages on short notice to restore critical voice services.
Perform oversight of telephone operations and maintenance (OM), to include in-depth troubleshooting of legacy Army owned telephone systems and associated subsystems located at Sierra Army Depot.
Execute approved implementation plans.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and holidays. The employee may be required to work overtime.
- Call back and emergency duty are regular requirements of this position. The employee may be required to work shift work if the organization moves to a 24/7 operation.
- The employee must possess a valid motor vehicle driver's license and be able to obtain and maintain a valid government vehicle operator's license.
- Employee may be required to carry a cellular telephone and maintain a working home telephone at all times.

Minimum Qualifications (Screen Out Element): Ability to do the work of an Telecommunications Mechanic without more than normal supervision. Applicants must meet the screen out element to be considered further. To meet the screen out element, applicants should document experience or show the ability to do the following: Using telephone installation equipment such as voltmeters, ohmmeters, current flow and continuity testers, bit error rate tester, tone generators and decibel meters; splicing tools and soldering stations to correct and adjust intricate electronic equipment to operating specifications; troubleshooting to isolate telephone system problems on legacy Army telephone systems that have reached and/or exceeded original equipment manufacturer (OEM) end of life notice; and use appropriate hand tools including oscilloscopes, digital multi-meters, signal generators, digital transmission test sets, cable fault locators and optical time domain reflectometers (OTDR). - Failure to meet this Screen Out Element will result in an ineligible rating.

Physical Effort: The work requires frequent bending, pulling cables, working in awkward positions, walking and standing for long periods of time. The work requires lifting and carrying heavy items.
Working Conditions: The majority of work is inside ranging from well-lighted and heated to poorly illuminated work areas such as attics, crawl spaces, and basements. Incumbent is exposed to dust, dirt, and falls. Ladder work is required. Is subject to electrical shock, minor cuts, and bruises from handling cable and equipment and from using hand tools. The work requires safety precautions be observed. The incumbent may be required to wear protective gear (safety shoes, safety glasses, gloves) depending upon the job.
