This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located at Lower Monumental Lock & Dam which is located on the Lower Snake River near the rural community of Kahlotus, WA.

Duties

Inspects, installs, repairs, maintains, tests, modifies and adjusts equipment, facilities and structures related to public use, general project operations, water control, and utility systems. Performs metal fabrication, modification and repair through gas and arc welding, grinding and finishing. Performs irrigation planning, installation, rehab and maintenance system projects. Operates various equipment such as boats, back hoes, and dump trucks. Make repairs to water-borne and vault toilets, drinking fountains, hydrants, lavatories. Performs grounds maintenance tasks at recreation facilities, such as repairing wooden/metal fences, thinning trees and removing hazardous trees.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Pre-employment physical is required.
  • Pre-employment drug testing is required.
  • Valid state driver?s license required.
  • Heavy Lifting (up to 45lbs)
  • Must be able to obtain and maintain a U.S. Army Corps of Engineers boat operator license within 12 months after initial appointment.
  • Position may require working weekends and holidays.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a Maintenance Worker~ without more than normal supervision. Experience performing the majority of the duties of a Maintenance Worker such as carpentry, repairing irrigation systems, plumbing repairs, full level skills in operating all associated tools and equipment related to the sub journeyman level skills and experience operating and maintaining forklifts, backhoes and tractor-trailers, as well as, daily operation checks of this equipment. - Failure to meet this Screen out Element will result in an ineligible rating. Physical Effort: Exerts heavy physical effort in doing such tasks as frequently lifting and moving objects weighing under 45 pounds unassisted, obtains assistance or uses appropriate equipment or safety devices when lifting and moving heavy objects greater than 45 pounds. Physical dexterity is needed to handle tools and work around machinery or equipment. Working Conditions: Work is performed primarily outside where the employee is subject to weather and temperature variations and extremes of cold, heat, dryness and moisture. May perform work on ladders, scaffolds, in or over flowing or standing water and around high electrical voltages and toxic substances. May be exposed to prolonged periods of digging in rocky ground. May be subject to hazards while handling materials or working with tools or equipment. May be required to work in cramped quarters and/or perform duties requiring the use of respirators. Subject to emergency work performed outside of normal duty hours.

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
