About the Position: Serves as a senior Safety and Occupational Health Specialist assigned to the Pueblo Chemical Depot (PCD), Safety and Occupational Health Office. Assists Safety Manager in planning, organizing, developing, coordinating, and evaluating a comprehensive Occupational Safety and Health Program involving such diverse activities as warehousing and materials handling operations; fire prevention and control; industrial hygiene; and toxic chemical agents.
Duties
Ensures compliance and enforcement of various safety and occupational health subprograms, such as medical surveillance, radiation safety, fire prevention and protection, physical safety and explosive safety.
Coordinates problem solving activities involved in the procurement of required safety equipment, determination of respirator requirements, and industrial hygiene issues with related operational and support program personnel.
Investigates and analyzes material damage, personal injury accidents, and cases of occupational illnesses.
Provides technical assistance and guidance to staff, activity chiefs, and supervisors on all work related problems and matters relating to compliance with the wide application of OSHA (Occupational Safety and Health Act) Standards
Prepares formal written report of findings, in accordance with HQDA regulations.
Prepares detailed, written reports to higher headquarters concerning the status of safety actions, utilizing the database to retrieve requested data.
Provides leadership, guidance, and advice to staff, tenants, first line supervisors, office chiefs and directorates in the interpretation of regulations/standards to achieve sound program objectives.
Provides guidance to all operating levels concerning safety requirements and responsibilities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a secret security clearance.
- A pre-appointment physical is required and annual physicals.
- Position is a testing designated position (TDP) subject to pre employment drug testing and random drug testing.
- Position is designated a key essential position.
- Position requires wearing of personal protective equipment such as respirators, googles/safety googles, gloves, ect.

To Qualify for the GS-12:
Specialized Experience: One year of specialized experience which includes:
1) Providing staff advice and technical assistance for safety program requiring the development and application of safety devices, methods, techniques and safety standards.
2) Evaluating and coordinating system safety concepts with test and measurement.
3) Providing guidance on advanced equipment and operations with respect to range safety, tactical programs and environmental standards.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
