The primary purpose of this position is to ensure inbound and outbound mail is processed daily to avoid delays to service levels. Assists with oversight of the Postal Service Center (PSC), which provides services to dormitory residence.
Duties
Assists with planning, organizing, and overseeing the activities of the OMC. Researches, interprets, analyzes, and applies DoD 4525.8-M, Department of Defense Official Mail Manual, DoD 4525.6-M, Department of Defense Postal Manual.
Performs various duties involving the control, processing, and delivery of incoming mail, servicing an extensive, functionally diverse organization. Receives, distributes, and dispatches government official and personal mail. Balances the workload according to established workflow or job specialization, assuring work assignments are completed in a timely manner.
Serves as Official Mail Center expert for contracted Postal Services. Under the supervision of the base Postmaster participates in and revises, maintains, administers, and evaluates the installation's postal service contract for the Official Mail Center (OMC), Postal Service Centers (PSC) and Central Mail Room (CRM) to ensure government requirements, as stated in the Statement of Work (SOW) are met.
Manages the operation of the installation Postal Service Center (PSC). Provides oversight of mail delivery service, including personal mail for military personnel assigned to the installation or tenant activities. Serves as the alternate liaison with the U.S. Postal Service (USPS).
Provides expedient and complete mail services sent via commercial carriers. Responsible for the oversight of the receiving, controlling and processing commercial carrier parcels (i e UPS and FEDEX parcels). Screens outgoing mail to assure it is prepared IAW appropriate DoD, AF, USPS and commercial carrier regulations.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes working knowledge of the full range of mail system procedures, including special handling procedures for selected materials. Working knowledge of postal and agency regulations governing the control and processing of various types of mail, including certified, registered, and classified.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of functional requirements for official/personal mail including USPS, DoD, and Air Force postal instructions, policies, and directives governing the receiving, controlling, transporting and processing of all classifications of mail, including special services mail and commercial carrier mail.
2. Knowledge of the functions, organizational structures and locations of the units serviced in order to effectively receive, organize, and deliver administrative communications in an expeditious manner.
3. Knowledge and understanding of Contracting Officer Representative surveillance requirements and basic concepts of the contract administration process sufficient to determine information collection costs and relating costs to various budget and financial situations.
4. Ability to learn and operate automated programs and equipment; including postal meter and office applications.
5. Ability to communicate effectively, both orally and legibly in writing and also to represent the organization in a professional manner. Knowledge of safety requirements as outline in applicable safety standards, regulations, and/or technical orders.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
