About the Position: Contract Specialist position for Mission and Installation Contracting (MICC) located at Fort Knox, Kentucky. The incumbent provides professional acquisition services (full range of analyses, pre-award, and post-award functions (e.g., price/cost analysis, negotiation, award, administering, etc.) for supplies, equipment, construction, services and environmental services.
Duties
Serve as a warranted Contracting Officer with limited signatory authority, executing selected contractual requirements for supplies, equipment, construction, or services on behalf of the government.
Perform pre and post-award contracting functions in the development, justification, coordination, and completion of a large number and variety of procurement transactions from time of receipt to award, administration, and close out.
Review procurement actions for complex equipment and services to assure completeness.
Provide guidance in the development of the statement of work and data requirements.
Explain Federal contracting procedures to potential suppliers and determines the most advantageous time to solicit bids for expanded competition.
Attends conferences and exhibits, or initiates meetings with industry associations, Small Business Administration, and others for the purpose of expanding competition.
Respond to inquiries, including formal protests and Congressional inquiries from interested parties.

- The incumbent of this position is required to obtain and maintain a Secret security clearance.
- This is an Army Acquisition, Technology, and Logistics (ATL) Workforce position.
- This position requires Advanced certification in Acquisition Career field of Contracting within 36 months of entrance on duty.
- The incumbent of this position is required to submit pre-employment financial statement disclosure (OGE-450) and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position requires temporary duty (TDY) travel up to 25% or less of the time.

Basic Requirement for the 1102 series:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
One year of specialized experience which includes (1) Providing professional acquisition services for supplies, equipment, construction, and services; (2) Reviewing procurement actions to ensure completion; (3) Monitoring contractor performance according to the required completion schedule; (4) Utilizing contracting databases to input contract requirements, clauses, and specifications; and (5) Ensuring compliance of legal and regulatory requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job (GS-12 only), you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
