Duties

Temporary Assignment: To meet agency needs, this position will be filled on a temporary basis not-to-exceed (NTE) 2 year(s), with possible extension(s) for an additional 3 year(s). You may be returned, at any time, to the position you held prior to this temporary promotion, or to a different position of equivalent grade and pay, and the return is not subject to the procedures found in 5 C.F.R. 351, 432, 752, and 771. If you are currently at the grade level of the position announced, this action will result in a reassignment, and you may be returned at any time to a same or similar position held prior to this temporary assignment. If you currently hold a grade level higher than the grade being announced, this action will result in a change to lower grade, and you may be returned at any time to the position held prior to this temporary assignment or to the same or similar position at the lower grade level. At management's discretion, you may be permanently placed to this position without further competition. This Supervisory Auditor, Deputy Field Director position is within the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Office of Trade (OT), Regulatory Audit and Agency Advisory Services (RAAAS). This position starts at a salary of $116,393.00 (GS-14, Step 1) to $151,308.00 (GS-14, Step 10) with promotion potential to $116,393.00 (GS-14 Step 10). Typical Work Assignments may include: Conducting interim quality reviews of complex audits and non-audit services (NAS) investigative technical assists to ensure reviews, analyses, and examinations of financial accounting records, importing documentation, etc., are conducted accurately and efficiently. Coordinating and assisting the Field Director with audit operations, strategic planning, and stakeholder management to ensure the completions of field office goals and to ensure the accomplishment of the Agency's strategic plan and mission. Coordinating and supporting RAAAS HQ in the development of the National AAP, Annual Risk Assessments/Targeting and evaluation of the audit portfolio mix. Ensuring FO resources are available to HQ and other FOs as needed to support the Agency's mission. Communicating with other CBP disciplines on sensitive audits and agency advisory service issues, especially those where possible fraud is detected, to ensure that audits are appropriately referred for appropriate action. Evaluating the performance of employees through quality assurance reviews and making recommendations to the FD and AFD on areas needing improvement or best practices that could be applied to other branches.

Basic Requirement: You must provide supporting documentation in your application to show you meet the basic requirement below: A. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR B. A combination of education and experience - at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. 24 semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR 2. A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. You qualify for this position if you possess 1 year of specialized experience described below and meet the basic requirement listed above. Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Conducting external audits and non-audit services of companies involved in the process of importing goods into the commerce of the United States, while promoting organizational integration, innovation, and agility, as well as combating cross national illicit activities and facilitating legitimate trade. Assessing the adequacy and compliance with laws and regulations, internal control procedures, and other identified legal requirements. Reviewing risk assessments, audits, and non-audit services, and recommends correction to ensure adherence with legal requirements as well as other office policies as well as Generally Accepted Government Auditing Standards. Fostering effective relationships with union representatives, complying with national and local labor-management agreements and policy while hearing and resolving grievances and complaints not resolved by subordinate supervisors. Ensuring the use of information technology and automation to improve productivity and quality, which includes the use of quantitative methods, as appropriate, in the audit process. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/07/2023. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
