The Judicial Services Office (JSO) serves as a liaison, consultant, advocate, and resource for federal judges and handles matters arising within the Administrative Office (AO) and with the Federal Judicial Center (FJC), the U.S. Sentencing Commission (USSC), executive and legislative branches of the federal government, the public, and others.
Duties
The Chief of the JSO provides oversight, supervision, coordination, and support for judges and chambers staff. The ideal candidate will have high-level knowledge and skills to serve as the subject matter expert and agency's primary source for providing support and assistance regarding policies and activities that impact all areas of the judicial services to include but not limited to:
Providing oversight and leadership to office staff in support of programs related to appellate, district, bankruptcy, and magistrate judges and chambers staff.
Managing the day-to-day operations of JSO, including supervising the division chiefs, and managing the budget, policy, staff, procurement, and other resource requirements.
Accomplishing work through leadership, diplomacy, delegation, mentoring, and coaching staff, aligning duties with staff strengths, and supporting a team environment that fosters respect.
Establishing strategic and intermediate priorities, identifying solutions, developing short and long-range program and project plans and milestones, and ensuring deadlines are met, necessary stakeholders are engaged, and services align with mission requirements.
Providing high-level customer service and support with responsibility for identifying and resolving issues, participating in the development and delivery of a full range of customer services that address changes in requirements, exploring ways to enhance the level of services and support provided, and staying abreast of customers' current and long-range mission requirements.
Serving as an expert on matters relating to judges and chambers, including working on or leading the efforts of various committees, working groups, and other ad hoc teams, and advising on proposed or pending legislation impacting these programs.
Serving as principal executive overseeing support to the Judicial Conference Committees on the Administration of the Bankruptcy System, Administration on the Magistrate Judges System, Inter-circuit Assignments, International Judicial Relations, and support for relevant advisory and working councils and groups.
Preparing and presenting, orally and in writing, briefings and documents related to judges' programs to judges, committees, senior leadership, and others.
Engaging, coordinating, and collaborating across functional lines with internal and external stakeholders, including with other government agencies on program and initiatives related to judges' programs.
Attending and participating in meetings conducted by and on behalf of the Associate Director.
Working on AO intra-agency operations, planning, initiatives, communication, cooperation, strategic planning, and providing reports in support of the AO's mission to support judges and chambers staff.
Qualifications
Applicants must have demonstrated experience which shows competence in the qualifications as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which includes interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (preferably three years) of specialized experience equivalent to the GS-15/JSP-15/CL 31 level which is in or directly related to the line of work of this position. Specialized experience for this position is defined as follows:
Demonstrated experience providing oversight and leadership to office staff in support of programs related to appellate, district, bankruptcy, magistrate judges and chambers staff;
Demonstrated experience providing support and assistance regarding policies and activities that impact all areas of judicial services; and
Demonstrated experience engaging and collaborating across functional lines with internal and external stakeholders.

Demonstrated experience in managing a complex multi-level off ice to include integrating organizational operations with the agency's strategic plan, mission, vision, values, and objectives.
Demonstrated experience exercising managerial authority to set long range goals and objectives, translate objectives into specific projects, determine program emphasis, plan for long range staffing and organizational needs, manage organizational changes, and decide on the full range of personnel actions affecting resource-related elements.
Demonstrated experience presenting and representing at high-level meetings, coordinating with all levels of staff, attending conferences both within and outside the agency to develop program and department responses, recommendations, proposals, reports, and other documents.
Ability to successfully meet customer expectations as evidenced by a proven track record of strong customer service orientation.

Executive Core Qualifications (ECQs): Applicants currently serving in an AOES position or under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to submit a narrative response for the Executive Core Qualifications (ECQ). A narrative response as part of the application package for each of the following ECQs is MANDATORY for all other applicants.
