DOE's Clean Energy Corps is made up of staff from more than a dozen offices across DOE. This series covers positions managing, supervising, leading, and/or performing professional and scientific work.

Qualifications
You must meet the Basic Education Requirement listed in the "Education Requirements" section and the "Specialized Experience" to qualify for this series as described below.
SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-7: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience includes:
Assisting in the planning and development for engineering components within assigned programs/projects.; AND
Assisting in researching and gathering information to identify engineering issues which could have an impact on the program/project.
OR EDUCATION: 1 year of graduate-level education
OR SUPERIOR ACADEMIC ACHIEVEMENT: Based on a Bachelor's degree that is demonstrated through class standing (upper 1/3 of class); grade point average (3.0/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society.
OR COMBINATION: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. The first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-9: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience includes:
Assisting in the planning, development, and implementation for engineering components within assigned programs/projects.; AND
Assisting in preparing written evaluations to identify engineering inadequacies or weaknesses.; AND
Assisting in identifying and resolving engineering issues which could have an impact on the program/project.
OR EDUCATION: 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree.
OR COMBINATION: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-11: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience includes:
Providing support in the planning, development and implementation for engineering components within the assigned programs/projects.; AND
Assisting with the performance of assessments and design reviews to evaluate contractor performance.; AND
Preparing written evaluations to identify engineering inadequacies or weaknesses.; AND
Assisting in identifying and resolving engineering issues which could have an impact on the program/project.
OR EDUCATION: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
OR COMBINATION: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience.
SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-12: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience includes:
Applying engineering practices to ensure the project systems meet performance objectives.; AND
Planning, and conducting projects/studies to evaluate and recommend ways to improve the efficiency of operations.; AND
Providing recommendations to ensure projects/programs are coordinated in an efficient and cost-effective manner.; AND
Participating in the resolution of engineering issues affecting assigned project.
NOTE: There is no substitution of education for specialized experience at the GS-12 level.
SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-13: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience includes:
Conducting engineering research and studies to determine and recommend appropriate solutions to issues, interpret designs, and evaluate adequacy.; AND
Conducting projects and /or studies within established financial and time constraints.; AND
Developing and utilizing data collection techniques to assess project and program effectiveness.; AND
Interpreting and evaluating engineering drawings, specifications, and technical data packages.
NOTE: There is no substitution of education for specialized experience at the GS-13 level.
SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-14: You must have one year of experience at a level of difficulty and responsibility p to the GS-13 grade level in the Federal service. Specialized experience includes:
Analyzing the application of engineering experimental theories and/or new applications and developments for research and development.; AND
Developing strategies and tactics for future engineering activities and to meet technology development goals.; AND
Developing requirements, long term goals, objectives, and schedules for the accomplishment of applied research and development, and deployment of technologies.; AND
Preparing briefings, presentations, newsletters, and other communications to convey the status of research, project, or program.
NOTE: There is no substitution of education for specialized experience at the GS-14 level.
SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-15: You must have one year of experience at a level of difficulty and responsibility p to the GS-14 grade level in the Federal service. Specialized experience includes:
Developing and documenting research plans including associated budget plans in a timely manner.; AND
Monitoring engineering projects and providing high-level guidance to help resolve any project-related issues, including project modifications.; AND
Developing and negotiating major agreements with other government agencies in the assigned new business areas.; AND
Clarifying and making authoritative recommendations leading to decision making and resolution of critical issues.; AND
Evaluating engineering issues and research results associated with the integration of technologies and recommend future program research needs.
NOTE: There is no substitution of education for specialized experience at the GS-15 level.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
You must meet the Basic Education Requirement listed below in order to qualify for this series.
Degree: Engineering. To be acceptable, the program must:(1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or(2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:(a) statics, dynamics;(b) strength of materials (stress-strain relationships);(c) fluid mechanics, hydraulics;(d) thermodynamics;(e) electrical fields and circuits;(f) nature and properties of materials (relating particle and aggregate structure to properties); and(g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Combination of education and experience -- college-level education, training, and/or technical experience that furnished:(1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
- Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
- Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
- Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
- Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
