The incumbent works with Scientists and assists in managing and preparing information and products, e.g., publications, research highlights, webinars, and interactive tools such as ArcGIS online products developed by scientists and communication staff.

Duties
Responsibilities are listed at the GS-11 full-performance level
Evaluate scientific data quality and assurance (QA/QC)
Gather data from information sources with limited technical complexity, such as articles, technical reports, and other sources
Design and develop spatially explicit data inventories in existing platforms
Provide technical guidance to scientific database or data archive users
Obtain and organize information using standard reference tools
Publish reports, descriptions, syntheses, and other scientific information online
Assist in managing and preparing information and products, such as publications, research highlights, webinars, or interactive tools like ArcGIS online products
Assist in the planning, coordination, development, and evaluation of content and managing its delivery through web channels and reporting systems
Integrate a variety of GIS and database management software, modifying or adapting standard software to meet program needs

Qualifications

SELECTIVE PLACEMENT FACTOR (SCREEN-OUT): The incumbent must be fluent in speaking English AND Spanish as the contact with the public in Puerto Rico where the language is predominately Spanish speaking. The incumbent must be fluent in speaking English to communicate with other federal government personnel and university personnel. To qualify for this position, your application and/or transcripts must show that you speak fluently in Spanish.
Basic Requirement: Technical Information Services Series 1412
Education (for GS-5 positions): A full 4-year course of study that meets all the requirements for a bachelor's degree with major study in the subject-matter field of the position to be filled.

Experience (for GS-5 positions): Four years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of a discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; and where appropriate, ability to read and comprehend nontechnical material in one or more foreign languages. Such experience must have been equivalent to that which would have been gained through a 4-year college curriculum.

Evaluation of Specialized Experience (for positions at GS-7 and above): Experience must have demonstrated the ability to perform, supervise, or direct one or more of the functional areas of work covered by this series; to understand the concepts, theories, new developments, and co-relationship of information in related fields; and to maintain up-to-date information on the state of the art. For positions where foreign language proficiency is needed, applicants must be able to read and/or translate material in the appropriate specialized subject-matter field.
In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.
Minimum Qualifications:
GS-9 Specialized Experience: At least one year of specialized experience equivalent to the GS-7 level in the federal service. To qualify for this position, your resume must show that you have 1 year of specialized experience at the GS-7 level (or higher) performing ALL of the following:
Assisting in the creation of technical scientific material for the web about forest science, including ecology, social science, or fire effects
Indexing metadata and assisting with scientific database management
Utilizing various technologies to manage scientific data and create informational scientific material such as ArcGIS, word processors, image processors, spreadsheets, desktop publishers, eXtensible Markup Language (XML), or Hypertext Markup Language (HTML)
OR
2 full years of progressively higher level graduate education or master's or equivalent graduate degree, e.g., LL.B. or J.D., related to the position. To be creditable, graduate education much be directly related to the work of the position. Your transcripts must show coursework specifically related to Library Science; Information Science; Computer Science; Computer Information Systems, Archivist, Geography, GIS, or other courses degrees directly related to the position. Attach university course descriptions as necessary.
OR
an appropriate combination of specialized experience and graduate education as described above. Only graduate education in excess of 18 semester hours may be used to qualify for this grade level. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Your transcripts must show coursework specifically related to Library Science; Information Science; Computer Science; Computer Information Systems, Archivist, Geography, GIS, or other courses degrees directly related to the position. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.
GS-11 Specialized Experience: At least one year of specialized experience equivalent to the GS-9 level in the federal service. To qualify for this position, your resume must show that you have 1 year of specialized experience at the GS-9 level (or higher) performing 3 out of 4 of the following:
Assisting in the creation of technical scientific material for the web about forest science, including ecology, social science, or fire effects
Providing basic guidance and support to data archive or scientific database users
Assisting in the development of services and/or products for users such as specialized databases, communications interfaces, or special reports/analyses
Collecting, organizing, storing, and retrieving documents containing a broad spectrum of scientific and technical information
OR
a Ph.D. or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. To be creditable, graduate education much be directly related to the work of the position. Your transcripts must show coursework specifically related to Library Science; Information Science; Computer Science; Computer Information Systems, Archivist, Geography, GIS, or other courses degrees directly related to the position. Attach university course descriptions as necessary.
OR
an appropriate combination of specialized experience and graduate education as described above. Only graduate education in excess of 36 semester hours may be used to qualify for this grade level.
