Duties

The incumbent serves as a Realty Specialist providing services in real property acquisition, management, and disposal duties in support of the National Airspace System (NAS). The incumbent performs work assignments under the limited direction of a manager or other experienced professionals. He/She may also perform as a warranted Real Estate Contracting Officer (RECO), which involves large dollar amounts, congressional interest, major environmental impact, and large numbers of displacements and relocations of individuals or businesses, or similar complicating factors. Work activities include (I) providing support to requiring organizations in defining and analyzing requirements including exploring viable options; (2) complying with all applicable federal, state and local laws, regulations, policies and procedures in the FAA Acquisition Management System (AMS) or in other governing regulations, such as the Federal Acquisition Regulation; (3) negotiating, acquiring, administering, disposing, and/or executing the condemnation of real estate, and utility contracts and transactions; ( 4) planning and estimating budgets for customers; and (5) performing related project planning including preparing time-lines for completion of the project.

Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.Specialized experience includes: Experience with real estate policies, processes and procedures that involve acquiring, managing or disposing of realty property. Experience with market research and market analysis. Experience with real estate valuation techniques and preparing documentation to support negotiations.To qualify for this position at the I-band, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS- 12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.Specialized experience includes: Experience involving acquiring, managing and disposing of real property for the U.S. government; preparing appraisals, researching real estate transactions to identify comparable properties and otherwise establishing property value; performing duties involving researching or applying environmental laws and regulations to land management, including real property acquisition, management and disposal; participation in real property acquisition and lease negotiations; participation in discussions of controversial issues in potential or actual adversarial situations; writing or preparing leases and agreements and dealing with issues such as fair market value, environmental impact and lease versus purchase justification.Qualification requirements must be met by the closing date of this vacancy announcement.Please ensure you answer all questions and follow all instructions carefully.
