Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Office of the Director, Safety and Incident Investigation Division in Washington, DC or Sterling, VA. At the full performance level (GS-15) the major duties of this position include, but are not limited to the following: 1. Provides oversight and supervision of team members and assure appropriate resources are assigned in planning, conducting, and managing the investigations program. 2. Develops, revises as necessary, and maintains a national investigations strategy, performance indicators, trend reports, electronic dashboards, and other measurement tools in collaboration with Headquarters offices, divisions, units, programs, regions and districts to ensure consistency. 3. Develops consistent national policies and procedures for investigations in coordination with Regional Directors/Deputies to ensure integrated communication between Regions. 4. Collaborates with the Office of the Solicitor, Office of the Inspector General, DOI and other agencies including the Environmental Protection Agency, and United States Coast Guard to further develop and maximize safety and environmental protection offshore. 5. Establishes appropriate program and management controls for the National Investigations Program. Develops with appropriate collaboration, effective investigations strategies to ensure consistent and repeatable investigation methodologies, policy and processes. 6. Ensures that the investigation policies and procedures require consistent and transparent application of BSEE's regulatory tools to compel industry compliance with safety and environmental standards. 7. Develops and implements policies and standard operating procedures to improve investigative case files and records. BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Travel: You may be expected to travel for site visits, meetings, training, and conferences. Salary Range Information: GS-15: ($155,700 - $183,500) per annum. First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. This vacancy may be used to fill additional positions as vacancies become available. This vacancy is also announced as BSEE-EEAA-23-JB-186(MP) for those applicants who wish to apply and be considered under Merit Promotion procedures.

Qualifications

Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying. Specialized Experience: To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to at least the GS-14 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Supervising complex investigations that may involve violations of regulations such as safety, environmental issues, etc. 2) Developing and implementing national or enterprise processes and/or policies as well as continuous process/policy improvement; AND 3) Collaborating with multiple disciplines including technical experts, internal or external stakeholders and partner agencies. Must meet all.
