This position utilizes a true team concept in the delivery of health care to the Veteran patient. Serving as a Surgical Team Health Technician team member, the incumbent will have a much broader scope than a single assignment in a traditional primary care setting. Assignment to multiple teams will be necessary and as such the incumbent will serve as a secondary support member by floating to the area of patient care with the highest need. Flexible and/or weekend tours of duty may be required.
Duties
MAJOR DUTIES:
The Surgery Clinic Health Technician assists in patient care under the direct supervision of a nurse manager or designee.
The Heath Technician can be cross trained to perform a range of direct care duties that may include, but are not limited to such things as performing temperature, blood pressure, respiratory rate, oxygen saturation measurements, measuring height and weight, and patient transfers in support of the primary care clinics.
The Health Technician follows established procedures using manual or instrument techniques in accordance with established protocols, and reports results to appropriate individuals.
The Health Technician conducts quality control procedures on equipment and products, and maintains proper records for quality control reports and workload reporting.
The Health Technician demonstrates knowledge of mechanics and functioning of all equipment in the clinic; cleans, performs minor routine maintenance, and requests service for all equipment. The Health Tech utilizes technical support to troubleshoot and upgrade computerized equipment.
Provides general clerical/administrative support for the clinic. Gathers and records information needed to schedule, check in, check out, or admit patients.
Schedules appointments and tests, coordinates all activities and appointments for the clinical area.
Answers telephone inquiries regarding services available and procedures for admission to provide accurate information and maintain good public relations.
Obtains specimens from patients using established phlebotomy practices and meeting the requirements of accrediting agencies in the outpatient setting and per physician orders.
Verify and evaluate physician generated test orders for these specimens in VISTA, generates bar coded patient identification labels with laboratory testing accession numbers, affixes the labels to the correct specimens.
Prepares and processes specimens, recognizing appropriate test requirements according to laboratory information guidelines for shipping and transport.

Physical Requirements: In addition to the normal, everyday safety precautions characteristic of work in a hospital environment, the work of the position involves long periods of moving about the clinic requiring regular and recurring bending, lifting (less than 40 pounds) stooping and stretching, to move and set up equipment, such as EKG machines, and/or to lift and reposition patients, or similar activities
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Individual Occupational Requirements
Specialized Experience (for positions at GS-4 and above): Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled.

For GS-5: Successful completion of a full 4-year course of study leading to a bachelor's degree, with major study or at least 24 semester hours in subjects directly related to the position.
GS-05 grade level: One year of specialized experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
Knowledge of environmental safety, security, and privacy of the patient and privileged information to ensure patient's safety and rights. Knowledge of phlebotomy procedures to include the Vacutainer collection system and use of syringes, butterfly needle devices and capillary puncture techniques. Knowledge of the tube type and amount of specimen required in accordance with test requested; knowledge as to which laboratory performs which tests in order to properly prepare and route the collected specimen. 4-year course of study above high school leading to a bachelor's degree with courses related to the occupation, if required

Applicants may also combine education and experience to qualify at the GS-05 level.

Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-XX.
