As an Attorney Examiner (Civil Rights) at the GS-0905-13, you will be part of the Office of Field Programs, Equal Employment Opportunity Commission. If selected, you will be responsible for handling cases under various anti-discrimination laws and to conduct hearings filed by federal employees and applicants for federal employment.

Duties

Duties may include but are not limited to: Adjudicates individual and class complaints of discrimination based on race, color, religion, sex, national origin, age, handicap, etc. Reviews cases to determine if all mandatory procedural requirements have been complied with. Remands cases that need additional investigation or are otherwise not ready for hearing or adjudication. Schedules prehearing conferences wherein the parties are advised of the hearing procedures and the applicable EEOC regulations. Clarifies or defines the issue(s) in the complaint when needed. Presides over hearings on federal employees or applicant complaints of discrimination, including individual complaints, class complaints, and claims of relief by individual members of a class complaint. Makes procedural and evidentiary rulings as necessary. Ensures that the record developed is sufficient for a fair and impartial recommendation on the complaint. Does legal research on applicable equal employment opportunity of federal employment laws. Writes detailed opinion containing findings of fact and conclusions of law. Recommends remedial action, e.g., hiring, reinstatement, promotion, backpay, disciplinary action, required to resolve individual and class complaints, where finding of discrimination is made.

• Suitable for Federal employment, determined by a background investigation
• May be required to successfully complete a probationary period
• Must have an Active BAR Membership in Good Standing. If selected, must maintain active bar membership in good standing while employed as an attorney with EEOC
• This position is in the Excepted Service

Qualifications

For the GS-13:You must have earned a professional law degree (J.D. or LL.B.) from a law school accredited by the American Bar Association, be an active member of the BAR, and have 2 years of professional legal experience with at least one year being equivalent to the 12 level. Professional legal education above the first professional law degree may be substituted for experience required as follows:(a) The second professional law degree (LL.M) may be substituted for one year of experience (b) The third law degree (J.S.D) may be substituted for one year of experience beyond the LL.M. Applicants must meet all eligibility requirements (e.g., time-in-grade and qualification requirements) within 30 days of the closing date specified in the vacancy announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
