The National Supply Service Center coordinates and manages the purchase and distribution of pharmaceuticals, medical, and other health care related supply items to IHS and Tribal health care facilities and programs nationwide. The incumbent will be responsible for all aspects of the contracting transaction from initiation to recommendation of award for the procurement of commodities or services for several activities and will report directly to the Supervisory Contract Specialist.
Duties
Adhere to acquisitions laws, regulations, and policies, perform complex procurement transactions utilizing federal acquisition procedures and an automated procurement system to create contract awards.
Assist program with development of source selection plan for complex requirements taking into consideration socio-economic programs.
Prepare solicitation documents, evaluate quotes/proposals by applying price and/or cost analysis techniques to complex procurements.
Independently preform all contract administration functions. Negotiate and prepare various types of contract modifications.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENT(S):
In order to qualify for this position, you must meet A or B below to be eligible for consideration in GS-1102 positions GS-05 through 12 OR meet the exception identified below.
A. Degree: A 4-year course of study leading to a bachelor's degree with a major in any field; OR
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exception: Employees in GS-1102 positions will be considered to have met the education requirement for positions they occupy on January 1, 2000, and will be considered to meet the basic education requirement for other GS-1102 positions up to and including those classified at GS-12. This includes positions in other agencies and promotions up through grade 12. However, all employees must meet the specialized experience requirements when seeking another position.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:GS-7
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Assist in analyzing quotes and proposals; conduct responsibility reviews; review requisitions and determine appropriate methods of procurement; develops procurement plans by reviewing history, market conditions, and specifications or technical data packages; prepares and issues solicitation documents.
OR
You must have completed 1 full academic year of law school, or graduate education in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
OR
You have a bachelor's degree with Superior Academic Achievement* in a field related to Contracting, such as: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
MINIMUM QUALIFICATIONS:GS-9
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Review requisitions to determine appropriate method of procurement; receive and analyze requests for contracts; select appropriate contract clauses; compiles bidder list from qualified bidder applications; perform analysis of bids or proposals received; perform price analysis when data is available.
OR
2 full academic years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D. in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
MINIMUM QUALIFICATIONS:GS-11
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Review for completeness requests submitted for the acquisition of services, supplies, and equipment; determine the appropriate contracting method, contract type, negotiating authority; evaluate quotes, bids or proposals received; determine the ability of contractors to meet the contract requirements; provide guidance and technical assistance in acquisition planning, contracting methodology, negotiation strategy and contract interpretation to junior staff.
OR
3 full academic years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
