POSITION TITLE: CHIEF NURSE CN (REGISTERED NURSE) PERIOPERATIVE Accountable for providing primary assistance to the Associate Director for Patient Care Services for perioperative nursing services. The CN has programmatic, clinical, and administrative responsibilities and covers: Operating Room, Post-Anesthesia Care Unit, Short Stay Unit, Surgical Specialty Clinics, Procedural Clinics, Endoscopy, Surgical Intensive Care Unit, Surgical Outpatient Clinics, and Inpatient Surgical Care Unit(s).

Duties

The Chief Nurse (RN) Perioperative Service VA offers a comprehensive total rewards package: VA Nurse Total Rewards Duties: The Chief Nurse of Perioperative Services is a key member of the nursing executive leadership team and holds 24/7 responsibility for all aspects of care that fall under the umbrella of the perioperative service line. Responsible for administrative functions of their assigned nursing units/programs. Functions as an administrator, educator, and consultant utilizing management and change theories in collaboration with Patient Care Service and other services. Additionally, the Chief Nurse may have responsibility for outpatient services in the CBOCS. Executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross services and/or discipline lines, influence organizational mission and health care, and responsibility for outcomes. The Nurse IV registered nurse (RN) is an EXPERT nurse, "with an enormous background of experience, who now has an intuitive grasp of each situation and zeros in on the accurate region of the problem without wasteful consideration of a large range of unfruitful, alternative diagnoses and solutions" (Benner). Responsible for administrative duties for their assigned nursing units/programs. Functions as an administrator, educator, and consultant across the health care system as needed. The incumbent must establish and maintain effective relationships with all levels of medical center personnel and relate effectively with customers, families, and the community, as well as program and service leaders at the local and network levels. Key relationships with staff are needed to: (1) Assist nurse managers (NMs) and advanced practitioners to carry out the functions and activities expected of them, (2) Contribute ideas and recommendations for the establishment of standards of care, policies, and objectives for the enhancement of nursing, (3) Assist in policy?making activities as related to customer service and the overall functioning of administrative and clinical programs, and ( 4) Collaborate with other health care staff to establish and maintain programs that cross service and/or discipline lines and influence organizational mission and health care and Veteran satisfaction. Pay: Competitive salary, regular salary increases, potential for performance awards Paid Time Off: 50 days of paid time off per year (26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year) Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement) Licensure: 1 full and unrestricted license from any US State or territory Work Schedule: 07:30 -1600,Monday through Friday for administrative hours, with 24/7 accountability. Incumbent may be required to work off tours and weekends to meet the needs of the organization. Relocation Incentives: May be authorized for highly qualified applicants Financial Disclosure Report: Not required Preferred Experience: Master's degree in nursing - Required, or Doctoral degree -preferred. National Certification Preferred (NE, NEA, AORN). A minimum of five (5) years of full-time professional nursing administrative leadership role, practicing in a variety of nursing settings, including previous supervisory positions in progressively more responsible leadership assignments exhibiting substantial and continuous responsibility and accountability for population groups or integrated programs that cross service and/or discipline lines and influence organizational mission and health care is strongly desired. Current Nursing Management Experience Experience in Perioperative Nursing. Demonstrated success in planning and activating new units/programs, with demonstrated leadership in formulating new policies/practice protocols and in preparing programs for accrediting body reviews, such as Joint Commission. Demonstrate leadership which promotes staff involvement and ownership of the patient care areas, patient care standards, and positive outcomes for the veterans, also resulting in excellent performance measures. Documented experience in assessing and recommending the allocation of human and material resources, in determining staffing levels using NHPPD or other models in areas not yet under NHPPD, managing overtime, and the recruitment and retention of nursing staff. Documented experience in External Peer Review Program (EPRP), Inpatient Evaluation Center (IPEC), SAIL Performance Measures, and other data for trends and early intervention; formulates follow-up plans with Nursing Leadership Team, the Nursing Services, Nurse Managers, and the medical center.

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Nurse V - Master's degree in nursing or related field with BSN (or a Bachelor's degree in a related field) and approximately 5-6 years of nursing practice/experience; OR a Doctoral degree (preferred) in nursing or related field and appropriate basic or advanced certification desired, and approximately 4-5 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: See VA Directive and Handbook 5019. This position requires potentially long periods of continued walking, standing, and sitting, lifting, carrying, pushing, reaching above shoulder, use of fingers, both hands, both legs and repeated bending. Heavy lifting (45 lbs. and over); Heavy Carrying (45 lbs. and over); Straight Pulling (up to 4 hours); Pushing (up to 4 hours); Reaching above shoulder; Use of fingers; Both hands required; Walking (up to 8 hours); Standing (up to 8 hours); Repeated bending (up to 8 hours); Both legs required; Ability for rapid mental and muscular coordination simultaneously; Specific visual requirement: Read typed Chapters; Correctable vision :20/40 in one eye; Ability to distinguish basic colors and shades of colors; Hearing (aid permitted). The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders; Emotional and Mental Stability: The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. Work Environment: Work is performed primarily in a patient care setting; adequately lighted, temperature controlled, and ventilated. Office temperatures fluctuate periodically; involves everyday risks or discomforts which require normal safety precautions typical of such places as clinics, offices, meeting and training rooms or libraries; exposure to noise and dust on occasion. The work area is adequately lighted, heated, and ventilated. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures.
