The primary purpose of this position is to serve as technical expert, scientist, and engineer in the research, development, and support of new and improved concepts, principles, and techniques related to the storage, manipulation, transformation, and presentation of information by means of computer systems.

Duties

Utilizes an extensive knowledge of software engineering, advanced and emerging software technology, software architectures, and software business models to direct, guide, and monitor the development of applications on various development projects and/or the oversight of the development of such products. Identifies and utilizes automated tools and methodologies to provide configuration management oversight, integration analysis, and requirements analysis. Manages the configuration, implementation, and maintenance of the ServiceNow platform.

  • May occasionally be required to work irregular duty hours to include overtime and/or emergency overtime.
  • Work may occasionally require travel away from the normal duty station in performance of temporary duty assignment (TDY) to include travelling on military or commercial aircraft.
  • Position is eligible for telework on a regular and reoccurring or situational basis while requiring occasional visit to duty location based on the mission directive and discretion of the supervisor. A telework agreement must be signed

Qualifications

CON'T: CONDITION OF EMPLOYMENT All Information Assurance Technical (IAT) category personnel, whether they perform IA functions as primary or additional/embedded duty, must be certified based on the IA functions of the position. As part of the IA workforce, incumbent must obtain and maintain all applicable DoD IA training and certification requirements according to DoD 8570.01-M and the certification provider. Within 6 months of assignment of IA duties, all IAT personnel must achieve the appropriate IA certification unless a waiver is granted per DoD 8570.01-M. Certification holders must ensure their certifications stay active; expired certifications must be renewed. In addition to the baseline IA certification requirement, IATs with privileged access must obtain appropriate Computing Environment (CE) certifications for the operating system(s) and/or security related tools/devices they support as required by the employing organization. -------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Basic Requirement for GS-1550 Positions: A Bachelor's degree (or higher degree) in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. Evaluation of Education: Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable. AND Specialized Experience: One year of specialized experience for GS-1550-13 a) professional competence in applying theoretical foundations of computer science, computer system architecture and system software organization, (b) specialized knowledge of design characteristics, limitations, and potential applications of systems, (c) knowledge of relevant mathematical and statistical sciences. Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge of advanced computer engineering concepts, principles, practices, methods, and techniques to provide expert judgment concerning programs/operations; resolve unique or novel problems, conditions, or issues; and significantly alter standard practices, processes, and known techniques. Professional knowledge and mastery of one or more specialized areas of engineering, mathematics, statistical analysis, modeling/simulation, and/or other scientific concepts sufficient to apply new analytical developments, methodologies, and research findings to resolve unique problems, conditions, and issues. Expert knowledge of systems engineering practices and procedures as they pertain to sustainment, modification, logistics, and production management principles, concepts, policies, and systems to execute significant projects which represent an important segment of the agency's operating program. In-depth knowledge of military command structures, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Comprehensive knowledge of the various command entities involved in overall planning and execution of operations and evaluations. This definition of specialized experience is typical of work performed at the GS 12 grade/level or equivalent in the federal service. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of cloud computing, business analytics, and development of combat support applications, platforms, and infrastructures; enough to understand/solve practical problems including their interactions and interdependencies. 2. Knowledge and skill in a broad range of DOD or private sector C4 systems, data, big data analytics, machine learning, AI, cognitive science, programs, operations, strategies, tactics, resource and information processes, force structure, and weapons systems and analytical capabilities. 3. Skill to perform Configuration Management, Data Management, and Version Control for assigned projects to include hardware and software configurations. 4. Knowledge of the missions, roles, functions, organizational structures, and operation of Department of Defense and other entities that govern, interface with, and/or influence the systems acquisition process and integrated life cycle management. 5. Knowledge of computer science concepts and principles of standard computer science practices, methods, and techniques to perform, following specific instructions, routine projects, or minor phases of a larger or more complex project. 6. Ability to analyze, interpret and apply computer science procedures in a variety of situations and recommend effective solutions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
