This position will be assigned to the Air Force Service Center.
This is a regular full-time category position with guaranteed 40 hrs per week. Employees appointed to a regular category position are eligible for benefits.
Duties
Serves as Senior Contract Specialist and Contracting Officer who may have an Unlimited Contracting Officer's Warrant for the Air Force Non-Appropriated Fund Purchasing Office (AFNAFPO), a Field Operating Agency (FOA). As a Senior Contracting Officer, responsible for the development of contracting and sourcing strategies; the solicitation, evaluation, negotiation, and award of Program contracts; oversees and performs the analysis and evaluation of cost or price proposals; administers Program contracts ensuring compliance with terms and conditions; and develops and provides business solutions to day-to-day contractual challenges. Communicates with industry and all levels of command in the form of briefings, written correspondence, and personal contact. Serves as a business advisor providing advice, guidance, and business solutions to contracting officials, program officials, commanders, and other senior personnel on a wide-range of contractual issues; performs oversight and/or audit of contract files, compiles lessons learned, ensures consistent policy application, and provides continuous improvement of critical processes. Manages all aspects of the contracting process. Exercises superior judgment in pre-solicitation, solicitation, award, and post award contract actions. Leads teams and participates in meetings with key customers (Program Management Reviews), suppliers, and coordinating officials to assess customer satisfaction, explain contracting policy and procedures, and resolve problems that arise and to formulate, implement, monitor and improve contracting strategies. Leads contract specialists who acquire and provide contract management/administration for complex, multiple-year contracts for equipment; supplies and services to include but not limited to computer hardware and software Point-of Sales, Communications, Business Intelligence; Business Opportunity Assessments; Consulting, IT Consulting, Commander Smart Buy Program; Essential Products Program; Prime Vendor Program; Recreational Programs; Family Member Programs; Leisure Travel; Signature Brands; Food and Beverage equipment and supplies; Vehicle Program, Marketing Programs Employee Benefit Programs; Human Resource Management Programs; Air Force Service Card Membership Programs, Treasury Management; Financial Services, Audit Programs; AF Slots Program, Lodging Renovation Projects Management, NAF Construction, Architecture and Engineering, Facility Management, Quality Control, and NAF Purchase Card Program. Provides technical advice and guidance to contract specialists to promote development of individual skills and abilities. Uses coaching to facilitate productive workplace behavior and performance.

Qualifying Experience:
Contracting experience is required. Demonstrate leadership qualities that support quality processes within the Directorate and the Agency. Experience with Commercial and Federal contracting public laws, regulations, and policies. Experience and mastery with commercial/industrial practices, competitive sourcing, performance-based procedures, and market conditions applicable to program and technical requirements. Experience and mastery with cost/price analysis techniques and/or post award procurements actions including contract claims and contract termination. Experience to recognize and analyze issues, conduct research, summarize results, provide alternatives, and make appropriate decisions or recommendation toward goal accomplishment.
Knowledge, Skills and Abilities (KSA's):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Ability to communicate effectively both orally and in writing.
Knowledge of various types of contracts, methods of contracting, and conduct negotiations both pre-award and post-award.
Experience issuing complex Request for Proposals (RFPs) and/or Request for Quotes (RFQs).
Cradle-to-grave procurement experience; meaning contract administration from project inception to close-out.
Experience verifying and analyzing quotes for complex requirements.
Experience with functioning as Lead Contract Specialist.
Experience with conducting briefings and/or presentations to senior-level management.
