The purpose of the Child and Youth (CY) Program Supervisor position is to assist the CYP Director by managing a Child Development Center (CDC) or School Age Care (SAC) annex facility and to implement and maintain a safe, developmentally appropriate program at that site. * This announcement is for current residents of the island of Kaua'i *

Duties

The incumbent is responsible for planing, developing and executing the operation and administration of the CYP Annex, with the support of the higher level CYP Director. The incumbent is responsible for overall operations of the CYP program within the Annex facility to include full time child care for children birth to 12 years of age. The duties and responsibilities of the CY Program Supervisor can be grouped into categories, including program management, budgeting and financial management, personnel management, program operations, interactions and relationships, and compliance. Program Management Coordinates with the CYP Director in the development and supervision of a developmentally appropriate CYP program that promotes the social emotional, physical and cognitive growth of children in the age categories served. Provides program oversight and accountability for the performance of employees and the safety of children in accordance with Department of Defense (DoD), Department of Navy (DoN), and local policies and standards. Applies the appropriate child and youth development philosophy/principles and DoN policies based on patron need and program evaluation and assessment. Assists in the development, implementation and analysis of surveys and needs assessments of staff and patrons to ensure appropriate programming and hours of operation. Participates actively and positively in managing and resolving issues with parents, volunteers, and or employees. Budgeting and Financial Management Oversees the collection, accurate accounting and reporting of funds received from Patrons. Ensures compliance with all regulations governing the use of appropriated and non-appropriated funds. Adheres to authorized methods of acquisition. Personnel Management Responsible for the supervision of employees and volunteers. Supervisory responsibilities may include supervision of CYP Leaders, Program Assistants, Cook(s), Food Service Workers, and Operation Clerk(s). Assists the CYP Director with the proper and timely initiation and implementation of personnel actions and supports the CYP Director in order to assure quality related to selection, assignments, training, promotions, disciplinary actions, and recognition of employees and volunteers. Supports and carries out all established EEO objectives and policies in matters in personnel management and communicates support of these policies. Responsible for the development of staffing schedule in accordance with established ratios and group sizes and submits it to supervisor for approval. Assists in establishing local performance standards for employees and volunteers using established standards and requirements and assists the CYP Director with employee performance evaluations by providing input. Program Operations Gives input into the development of CYP standard operating procedures (SOPs) as required for the efficient operation and management of facility and programs and implements these SOPs in the Annex. Interactions and Relationships Establishes a program environment that sustains participant interests and promotes positive interactions with other children and adults. Models appropriate behaviors and techniques for working with children when working with CY Program Assistants and leaders. Compliance Implements policies and procedures to ensure compliance with health, fire, safety, facility, and program regulatory guidance and standards. Ensures compliance with law, policies, and regulations applicable to DoD CY Programs. Assists in obtaining and retaining DoD certification and national accreditation. Ensures compliance with the US Department of Agriculture (USDA) Child and Adult Care Food Program (CACFP). Assists in the collection and maintenance of up-to-date statistical data for planning and reporting purposes in accordance with higher headquarters and statutory requirements, and for the purpose of maximizing spaces and ensuing that resources accommodate the needs of command personnel. Data may include hours of operations, and programming needs of the military community. Meets with the CYP Director regularly. Keeps the CYP Director informed of all unusual incidents. Additional Responsibilities In the absence of the CYP Director, incumbent may assume responsibilities and perform duties and requirements of the position under the guidance of the CYP Director with Oversight. If the CYP has less than 10 CD Homes, the CYP Program Supervisor may also assume the duties of the CDH Monitor. Serves as a mandatory reporter to Family Advocacy and Child Protective Services as prescribed by local policy in the case of suspected incidences of child abuse and neglect. Performs other duties as assigned.

Requirements

  • Must be 18 years of age or older.
  • Pass all applicable records and background checks.
  • Undergo pre-employment and random drug testing. A positive drug test, or failure to submit for testing, is a basis for removal from this position.
  • Employment contingent upon proof of education if not provided at time of application.
  • A positive drug test result for marijuana (or any other drug tested for) will result in withdrawal of the tentative job offer and ineligibility to apply for a position within the Department of Defense for 6 months from the date of drug test.
  • This position has been identified as a Test Designated Position (TDP). The incumbent of this position will be subject to and must consent to a pre-employment and random drug testing.

Qualifications

A Child Development Associate (CDA) credential, Military School-Age (MSA) credential or equivalent AND 3 years or experience where the incumbent displays knowledge of a competency in developmentally appropriate programming. OR 2-year degree in Youth Development, Child Development or a related field, which can include Recreation, Youth Recreation, Physical Education, Elementary Education, Secondary Education, Early childhood Education, Psychology. Social Work, Home Economics (Human Development Emphasis), or other degrees as appropriate AND 2 years or full-time experience working with children of youth. OR 4-year degree in the above fields of study AND a minimum of 1 year experience working with children or youth.

Education

A minimum of 2-year degree in Youth Development, Child Development or a related field, which can include Recreation, Youth Recreation, Physical Education, Elementary Education, Secondary Education, Early childhood Education, Psychology. Social Work, Home Economics (Human Development Emphasis), or other degrees as appropriate is preferred.
