This position is located in the Division of Resource Management, Financial Resources Branch.The supervisor is Dave Rule.This position is Bargaining Unit with the National Treasury Employees Union, Chapter 208.

Duties
The successful candidate will perform analytical and evaluative work related to Region I programs, management systems and processes impacting various technical and administrative areas of the Region. Analyzes manpower utilization/program completion data and other information for regional performance and cost management reporting. Provides expert technical guidance in the preparation of the Regional budgets and financial plans and coordinates budget and program information with the Office of the Chief Financial Officer (OCFO) and business line and product line owners. Qualifications
In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (GG-12) in the Federal service or equivalent experience in the private or public sector. The ideal candidate will be able to demonstrate the following:1. Demonstrated knowledge of principles and theories of management analysis or program analysis sufficient to perform analyses, evaluations, and studies of programs or processes and reach definite conclusions and recommendations which will lead to management decisions, improvements, efficiencies, and better understanding and documentation of programs or processes. 2. Demonstrated knowledge of the principles, practices and processes of financial processes and/or budget execution.3. Demonstrated knowledge and understanding of the administrative aspects of NRC regulations, policies, procedures, and practices pertaining to financial, internal controls, acquisitions, and other organizational and administrative directives. Demonstrated ability to apply this knowledge through analysis and interpretation adequate to provide advice, guidance, and consultation to management staff.
4. Demonstrated ability to communicate effectively orally and in writing.SPECIALIZED EXPERIENCE is defined as as experience which demonstrates a thorough knowledge of the theories, practices, and principles in the fields related to management and program analysis, Federal acquisition regulations and processes, Federal budgeting including formulation and execution, and expertise in data analysis, projections and project management. Additionally, candidates must possess a working knowledge of the development and manipulation of spreadsheets and other data.
