This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is for a Purchasing Agent for US Army Mission & Installation Contracting Command (MICC) located at Fort McCoy, WI to serve in a vital role that involves the acquisition, solicitation, negotiation and purchasing a variety of commercial equipment, supplies and services.

Duties

Collect data to determine price reasonableness by preparing detailed specifications. Use various solicitation methods depending on type, quantity, dollar value, or urgency of requirement. Make selections on whether to use existing contracts or open market procedures when soliciting quotes. Analyze requirement descriptions that have critical characteristics for completeness. Monitors and administers Blanket Purchase Agreements for overall compliance, financial resource allocations, and satisfactory performance. Make determinations related to advantageous offers while considering transportation charges, prices, delivery dates and discount rates. These duties are described at the full performance level of GS-07. The duties at the GS-05, GS-06 level are developmental leading to such performance.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

  • You must possess, or be able to obtain and maintain a SECRET security clearance.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 5% of the time.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • This is an Army Acquisition Workforces (AAW) position. The employee must meet the DoDI 5000.66 requirements for Contracting Professional Certification within 3 years of entry on duty.

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. ***All applicants (to include current Federal Employees) must submit a copy of ALL of your transcripts with this application package if utilizing education for qualifications*** Qualifications for GS-05: Specialized Experience: I have one year of specialized experience equivalent to the GS-04 grade level in the Federal service which includes: (1) Experience with ordering supplies at the best value for the organization; (2) Maintains office files and records in accordance with the current filing system and (3) Gathers information for monthly and semi-annual reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Only education more than the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. Qualifications for GS-06: Specialized Experience: I have one year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes: (1) Experience with procurement and contract regulations for the acquisition of supplies and/or specialized services; (2) Compile various types of contracting and purchasing data for monthly and semi-annual reports and; (3) Apply conventional practices to research a variety of purchasing issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). Qualifications for GS-07: Specialized Experience: I have one year of specialized experience equivalent to the GS-06 grade level in the Federal service which includes: (1) Placing delivery orders against established contracts or through open market procedures to purchase a variety of commercial supplies; (2) Consolidating orders to meet the minimum order quantities and; (3) Contacting customers to obtain missing information, advise on status of work, or obtain approval for substitutes or changes in delivery dates, quantities or prices. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). NOTE: Selection(s) may be made at the GS-05, GS-06 or the GS-07 level. If selection is below the GS-07 level, the position will be considered Developmental with Full-Performance at GS-07.
