This Maintenance Mechanic position is located in Facilities Management at the Manchester Veterans Affairs Medical Center. This position is full-time at 40 hours per week. This is an open and continuous job opportunity announcement. Certificates are issued on an unannounced periodic basis based on requests from management. Duties

The position is organizationally assigned to the Maintenance and Repair (M&R) Section of Facility Service and supervised by the M&R Operations Supervisor. The primary purpose of the position is to provide maintenance, troubleshooting, repair and installation support for the plumbing, heating, and cooling systems throughout the Medical Center. Performs a variety of tasks involved with installing, modifying, troubleshooting and repairing new and existing systems, including, but not limited to: condensers, chillers, air handlers, compressed air, humidifying, dehumidifying, filtering, refrigerators, freezers and computer based Energy Management Control Systems. Maintains, repairs and installs new and existing plumbing systems, to include, but not limited to: high/ low pressure piping, sanitary sewer, steam heat, steam generation, circulating, vacuum, and condensate pumps, expansion tanks, radiators, lavatories, commodes, and water heaters. Works from building plans, blueprints and sketches to plan and layout routing of piping, vents, wiring, refrigeration lines, ductwork and valves. Performs as sole responsibility for making judgments concerning Maintenance & Repair Operations during off tours. Performs at a journeyman level or higher in the multiple trades involved in the duty performance of this position, to include: Air Conditioning /Refrigeration Mechanic and Plumber/Pipefitter. Reads and understands technical manuals and instructions on air conditioning and refrigeration equipment, as well as pumps, valves, gas and oil fired boilers and furnaces. Uses hand and power tools, to include, but not limited to:, multi-meters, diagnostic equipment, air velocity meters, flue gas analyzer, grinders, pipe threading machine, pipe cutter, Oxy-Acetylene torch, refrigeration gauges, and motorized drain cleaner. Troubleshoots, calibrates, balances and operates central heating, ventilation, air conditioning, and steam systems and their associated equipment and controls within the facility. Performs maintenance and repairs, to include Preventive Maintenance Inspections, on all HVAC and refrigeration equipment. Performs maintenance of all air conditioning and refrigeration equipment, including changing oil, replacing gaskets, replacing defective lines and/or valves including expansion valves, back pressure valves, water control valves, pressure regulators, compressors, receivers, condensers, evaporators, and automatic controls. Performs maintenance, repair, and installation on, but not limited to, the following dietetic equipment: reach-in and walk-in refrigerators/freezers and all related components, ice making machines, hot-cold food carts, and lowerators. Maintains repairs and modifies compressed air systems throughout the facility to ensure proper operation, pressure and filtration. Performs maintenance and repair, extensions and alterations to all piping, fixtures, appliances and appurtenances in connection with any of the following: sanitary drainage or storm drainage facilities; the venting systems; the water supply system; gas distribution within or adjacent to buildings, structures or conveyance and throughout the grounds. Installs and maintains all types of equipment such as lavatories, commodes, showers, and dietetic equipment, hot water heaters, boilers, radiators, pressure regulating valves, sprinkler systems, sterilizers, steam traps, back-flow preventers, and all thermostatic equipment. Monitors, manipulates, and troubleshoots Energy Management Control Systems, such as Johnson Controls, Teletrol, and Trane Tracer with computer based troubleshooting systems. Creates leak-free joints in piping and tubing systems by using the appropriate method, to include, but not limited to: solder, silver solder, sealant, and compression fittings. Performs electrical wiring and related components of pumps, air handlers, chillers, water heaters, exhaust fans, electronic valves, etc. and be able to troubleshoot, repair and/or install such items. Performs the following related tasks in connection with said duties: pipe covering, welding, brazing, sheet metal work and minor electrical work such as controls on pumps and HVAC equipment, chrono-flow and motorized valves, vacuum pumps and pneumatic systems and piping or plumbing related to x-ray and dental equipment. Makes preventive maintenance inspections of all steam, water, and gas lines, and on fixtures and appliances, relative to those portions of utility systems. Follows all Lock-Out Tag-Out procedures as required by OSHA and agency regulations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The incumbent is required to perform the work while standing, stooping, bending, kneeling, or working with hands overhead. There is work requiring lifting and carrying of up to 50 pounds. In addition, it is sometimes necessary to work in cramped quarters, in small openings, on stepladders, in areas with dust, dirt, extreme heat or cold and in unventilated areas. Incumbent is subject to the hazards of working near energized steam lines and electrical lines as well as hazards when working with power and hand tools. The incumbent must be alert and must exert concentration in maintaining and repairing the various pieces of equipment and appliances. Incumbent must be able to determine the cause of malfunctions and take the necessary steps to correct them in order to insure proper operations. Working Conditions: Incumbent is required to stand on his/her feet for long periods of time, crawl, stoop, climb ladders, work in close quarters and in inclement weather as required to access the various utility systems. He/she may be required to lift objects up to 50 pounds and is occasionally exposed to electrical hazards, pressurized steam, , asbestos, mold, etc. The incumbent will be proficient in Confine Space Entry procedures as needed to access the medical center's utility systems. Incumbent will also utilize ladders, scissor lifts, boom lifts, and fall protection equipment as required. Knowledge, Skill and Ability Required by the Position: Ability to perform at a journeyman level in the multiple trades involved in the duty performance of this position, to include: Air Conditioning /Refrigeration Mechanic and Plumber/Pipefitter. Ability to read and interpret blueprints and wiring diagrams relative to the assigned equipment and utility systems. Ability to read and understand technical manuals and instructions on air conditioning and refrigeration equipment, as well as pumps, valves, gas and oil fired boilers and furnaces. Ability to estimate cost, both labor and material, and prepare lists of materials for the completion on any job to be done Ability to use and power tools, to include, but not limited to: multi-meters, diagnostic equipment, air velocity meters, flue gas analyzer, grinders, pipe threading machine, pipe cutter, Oxy-Acetylene torch, refrigeration gauges, and motorized drain cleaner. Ability to troubleshoot, calibrate, balance mid operate central heating, ventilation, air conditioning, and steam systems and their associated equipment and controls within the facility.
