About the Position: You will serve as the Facility Operations Specialist for an assigned US Army Corps of Engineers District. You will provide guidance on programs related to facility operations, energy conservation, facilities improvements, and operations and maintenance of facilities. This position is situational telework only, which includes emergency telework. The duty station is Buffalo, NY.

Duties

Develop instructions according to Army and Corps of Engineers policies and programs, on facilities management, utilities/energy conservation, major and minor repairs and construction, and facilities use. Prepare annual budget estimates concerning facility matters. Conducts and/or assists in presenting classes and briefings on facility matters. Travel to District locations located throughout the District to provide technical assistance and staff oversight on facility matters. Conduct detailed inspections to determine structural deficiencies, proper use, supervision of service contracts and compliance with public law, federal and state regulations. Prepare written reports for commanders, staffs, and responsible installation support offices. Interpret regulations, directives, and policies pertaining to facilities engineering and energy conservation.

Specialized Experience: One year of specialized experience, which includes managing a facility management program including planning and directing a program for operation, maintenance, repair and improvement of facilities; determining facilities and maintenance requirements; inspecting facilities; monitoring contracts for conformance with project plans; and preparing cost estimates for requested work. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: engineering, industrial arts, property management, or business administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Facilities ManagementFacilities Operations and MaintenanceFacilities Procurement and Contract ManagementFacilities Reporting and Record-Keeping Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
