The position is located within a one of seven CPACs, organizationally aligned under the Chief Financial Officer, in the Accounts Management department. The CPAC is a regionally consolidated business entity established to enhance revenue within VHA using an industry-best model built on regional management of key aspects of the revenue cycle, process standardization, accountability, and economies of scale for 18 VISNs and over 135 VAMCs nationally, including US territories.

Duties

Reviews, researches, analyzes all accounts receivable records and documentation, to ensure all data maintained is accurate, current and proper based on Agency regulations, policies, Federal Laws and Directives. Reviews and analyzes case information, remittance statements from the third party payer and others, and the accounts receivable record relating to the debt, the Debtor, for making a recovery determination which protects the interest of the Government. Reviews and analyzes account information, interviews and obtains remittance statements, court orders, legal documents, insurance benefit coverage information to determine the best course of action. Uses judgment and experience to reconstruct incomplete files, devise more efficient methods for procedural processing, gather and organize information for inquiries and resolve a variety of problems. Details discrepancy and returns incomplete or discrepant information to requester for clarification. Works independently and is responsible for all collection functions. Maintains account receivable supporting documentation. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: 40 hours per week; Monday-Friday; Tour of Duty to be set based on organizational need. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2023. GS-06 Time-In-Grade Requirement: Applicants who are current VA employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. GS-07 Time-In-Grade Requirement: Applicants who are current VA employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. You may qualify based on your experience as described below: GS-06 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Reviews, researches and analyzes all accounts receivable records and documentation to ensure all data maintained is accurate, current and proper based on Agency regulations, policies, Federal Laws and Directives. 2) Performs required follow-up action to ensure proper debt collections procedures are adhered to, follow-up phone calls and letters and proper due process rights in accordance with Federal Laws and Agency Policies. 3) Reviews and analyzes account information, interviews and obtains remittance statements, court orders, legal documents and insurance benefit coverage information to determine the best course of action. 4) Reviews and analyzes case information, remittance statements from the third party payer and others, and the accounts receivable record relating to the debt, the Debtor, for making a recovery determination which protects the interest of the Government. 5) Interprets vendor intent from available data and completes documents in the required format; recommends approval or denial of compromise. GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Reviews, researches and analyzes all accounts receivable records and documentation to ensure all data maintained is accurate, current and proper based on Agency regulations, policies, Federal Laws and Directives. 2) Performs required follow-up action to ensure proper debt collections procedures are adhered to, follow-up phone calls and letters and proper due process rights in accordance with Federal Laws and Agency Policies. 3) Reviews and analyzes account information, interviews and obtains remittance statements, court orders, legal documents and insurance benefit coverage information to determine the best course of action. 4) Reviews and analyzes case information, remittance statements from the third party payer and others, and the accounts receivable record relating to the debt, the Debtor, for making a recovery determination which protects the interest of the Government. 5) Interprets vendor intent from available data and completes documents in the required format; recommends approval or denial of compromise. 6) Takes appropriate action to satisfy inquiries, research materials, coordinates with involved parties in resolving questions and determination of circumstances. 7) Interprets considerable system, administrative and financial data to identify problems, submit recommendations to current procedures and policies and implement solutions. Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level. Physical Requirements: The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings.
