This position is in Informatics & Analytics Service. Informatics and Analytics Service is responsible to improve health care delivery processes and outcomes through effective use of information and knowledge.

Duties

He/she serves as Records Liaison for Informatics & Analytics Service. Independently reviews and analyzes program-level file plans and records management practices to update Informatics & Analytics Service File Plan and other directives as required by Facility Records Manager. Understands and uses the Record Control Schedule (RCS 10-1) to monitor the shipping, shredding, and storing of correspondence within the healthcare system. Incumbent is responsible for coordinating the training plan process within Informatics & Analytics Service, to include tracking goals and due dates for all service personnel. He/she tracks performance appraisal process including mid-term progress reviews, year-end appraisals and changes in performance appraisals and completes MSS SF-52's, requests for personnel actions. Incumbent serves as a Timekeeper for Informatics & Analytics Service. He/she ensures compliance with electronic time and attendance reporting policies and procedures and independently works with Fiscal and Payroll Service resources to resolve questions and problems with timecards and leave issues. Incumbent maintains the Informatics & Analytics Service Sharepoint site. He/she provides access to new employees, and updates guidance in relation to each section within the site. He/she is responsible for assisting in the new employee orientation for the service . They will grant requests for employees, provide new training records, helping formulate position descriptions, managing appraisal reminders and generally assisting service supervisors in the timely completion of new personnel staff and labor requirements of the service. Functions as ADPAC for Informatics & Analytics Service and assists OIT in addressing minor problems concerning the operation of computer hardware and software. He/she serves as administrative representative to the Integrated Informatics Committee. Incumbent independently records committee proceedings, documents resolutions, assumes follow up on action items, and prepares reports on results of action items to committee members. Incumbent provides general clerical mail and correspondence services such as preparing a variety of recurring reports, reviewing outgoing correspondence for proper attachments, or consolidating/coordinating submissions of information. He/she follows through to ensure timely response for compliance with Chief's intention and service goals and maintains digital records of all memorandums originating from the Chief, Informatics & Analytics Service. He/she screens, routes, and processes incoming and outgoing materials such as correspondence, reports, memoranda, and other forms of written communication; reviews correspondence for accuracy and completeness, composes and edits letters and reports, and independently develops standard or form letters in replies to inquiries. He/she prepares work orders, personnel actions, requests for training, and other forms as appropriate, processes new employees and manages clearing terminating employees. The incumbent monitors and meets all suspense dates for incoming and outgoing dates of documents, ensuring timely completion. He/she receives inquiries, contacts and schedules appointments and meetings with members of the staff, healthcare system, and persons outside the healthcare system ranging from VISN, VACO, and other government agencies to the general public. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: : He/she generates, reviews, edits, and coordinates the production of administrative reports for presentation of findings, reviews and analyzes data on the process flow and outcomes of multiple sections within the service and sections via measurement-based care databases, program evaluation data, audits, qualitative project outcomes and information provided by personnel. Attends selected meetings as an administrative consultant, summarizes material discussed in meetings, manages scheduling of such meetings, furnishes information to members, provides data necessary to the meeting, and produces, in consultation with the meeting chair, reports on objectives, goals, and continuing efforts of its members. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have have at least one full year of graduate education or superior academic achievement degree from an accredited educational institution. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 45 semester hours of college and two years of specialized experience in or related to Management Assistant work that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is mostly sedentary; however, some walking, bending, and stooping is required. Work is performed in an office and meeting room setting.
