Duties
This position is located in the U.S. Department of the Interior (DOI), Office of Inspector General (OIG), Office of Investigations (OI). As an Investigator, GS-1810-13, you will serve as a subject matter expert in conducting investigations of the various DOI program areas, OI policy and procedures, and OI operations. You will be responsible for assisting the Special Agent in Charge of the Investigative Support Division with the implementation of and training for the new case management system.
The selected Investigator will perform the following major duties:
Assist the Special Agent in Charge of the Investigative Support Division in planning and implementing unit programs.
Provide training to all OI staff on how to use program systems.
Serve as a subject matter expert in DOI-OIG investigative operations.
Serve as a subject matter expert on DOI-OIG policies and procedures as it relates to case management.
Plan and conduct highly sensitive and complex reviews of incoming complaints, some of which may affect DOI program areas throughout the country or involve senior public officials or national corporations having continued political or media interest.
Develop investigative plans and guides for effectively accomplishing investigations, assessments, or reviews.
Draft or compose concise reports of investigation, position papers, summaries, and other documents that comply with applicable policy, contain thorough analysis, and apply laws, rules, regulations, and/or policies in support of findings.
Provide briefings to senior management and Department officials concerning investigative activities, findings, and updates on special projects.
Conduct interviews and take affidavits from suspects and witnesses. Establish the relationship of facts and/or evidence in the case through questioning of principals and witnesses, taking sworn statements, securing related documents and other materials, as well as performing extensive record searches.

Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.
Minimum Qualifications GS-13 :
One year of specialized experience equivalent to the GS-12 grade level in the Federal service performing ALL of the following:
Conducting highly sensitive and complex reviews of complaints to assess fraud, waste, abuse, and mismanagement in agency programs;
Drafting reports of investigation that comply with applicable policy for findings, referrals, timely solution, and/or closure;
Delivering briefings on conclusions of investigations to higher management; AND
Planning projects that review, analyze, and/or assess programs for efficiency and adherence to laws and regulations.
Education
There is no educational substitute for the GS-13 level. There are no educational requirements for this position.
