The Miami VA Healthcare System (MVAHS) is recruiting for a Physician (Deputy Chief of Staff) position. The Deputy Chief of Staff is responsible for the management and operation of all assigned clinical programs and services, as well as implementing and sustaining programs, procedures and policy across assigned services as directed by the Chief of Staff. The Deputy Chief of Staff serves as Acting Chief of Staff as needed.
Duties
Physician (Deputy Chief of Staff) duties and responsibilities include, but are not limited to:
The Deputy Chief of Staff assists the Chief of Staff by enforcing the Medical Staff Bylaws and all associated attachments and rules.
The Deputy Chief of Staff promotes standards of clinical competence and conduct for clinical staff and maintains standards through compliance with credentialing and privileging and the monitoring and evaluating of clinical practice and performance.
The Deputy Chief of Staff serves as a champion for Miami VA Healthcare System VA national performance measures and monitors.
The Deputy Chief of Staff assists the Chief of Staff by promoting and overseeing all clinical performance improvement and systems redesign activities and ensuring that all appropriate accrediting bodies' rules and regulations are met, including but not limited to Joint Commission, OIG/CAP, CARF, College of American Pathologists, AABB, etc.
The Deputy Chief of Staff chairs and/or actively participates on numerous MVAHS, VISN and national committees to meet organizational goals and objectives. In addition, the Deputy Chief of Staff is an active participant on affiliate and community committees and councils.
The Deputy Chief of Staff serves as an active participant on many committees throughout the MVAHS, in the community, at the VISN and national levels.
The Deputy Chief of Staff supervises assigned staff and exercises full supervisory authority, either as a first or second line supervisor. These supervisory duties include, but are not limited to, the selection, retention, and promotion of staff; the development and completion of performance standards and appraisals; addressing grievances; applying disciplinary policies; and nominating staff for incentive awards in all matters concerning the Deputy Chief of Staff Services staff.
The Deputy Chief of Staff works collaboratively with non-clinical Service Chiefs, supervisory staff, and frontline staff in other throughout the health system to effect organizational improvement and participates in national and VISN activities as called upon.
The Deputy Chief of Staff reports directly to the Chief of Staff; however, will work closely with other members of the MVAHS Executive Leadership Team.
The Deputy Chief of Staff is responsible for acting in the absence of the Chief of Staff and in that capacity executing decisions, action plans and directives with the scope of services available.
In carrying out these duties the Deputy Chief of Staff will be required to travel between the MVAHS and the outlying CBOCs as needed.
Education Debt Reduction Program (Student Loan Repayment): EDRP NOT Authorized
Pay: Competitive salary, annual performance bonus, regular salary increases
Paid Time Off: 50-55 days of annual paid time offer per year (26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year and possible 5 day paid absence for CME)

Work Schedule: Monday-Friday, 8:00AM - 4:30PM.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements:
Citizenship: United States Citizenship a non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
Licensure: Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
Residency and Fellowship Training: Completion of residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification.
English Language Proficiency: Proficiency in spoken and written English.
Physical requirements: outlined below.
Preferred Experience:
Experience as a service chief, leadership, supervision and managing multidisciplinary groups are preferred but not required.
Experience in performance improvement activities.
Competence in clinical care of patients; administrative skills and abilities.
A consistent pattern of experience and education related to performance of clinical administrative duties.
An awareness of and a commitment to interdisciplinary team approaches.

Physical Requirements: The physician should be physically and mentally capable to perform the duties of the position including examinations, formulate the diagnosis and treatment plan and educate residents. Physical activities include sitting, standing (up to 4 hours) walking (up to 2 hours), heavy lifting (45 pounds or over), reaching above the shoulder, and repeated bending. The incumbent should be emotionally and mentally stable; and capable to perform the duties of the position.
Education
Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are:
- Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or
- Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted.
- For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.]
NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
